Rules for the carriage of liquids in manual. How much water can you take on a plane. Medications in hand luggage
In law Order of the Ministry of Transport of Russia dated June 28, 2007 No. 82 (as amended on January 14, 2019) “On Approval of the Federal Aviation Rules “General Rules for the Air Transportation of Passengers, Baggage, Cargo and Requirements for Servicing Passengers, Consignors, Consignees”” (registered with the Ministry of Justice of Russia on September 27 .2007 No. 10186)
in any Russian airline you can bring on board up to 5 kg of things free of charge. There are carriers that allow you to take 10 or 15 kg.
As a rule, the more expensive the ticket, the more things you can carry in the cabin. Typically, there is one seat for economy class flights. hand luggage, and for business class - two. But here everything depends on the carrier: some companies have their own rules for each fare, direction, aircraft, while others have a single standard for everyone.
Dimensions are not prescribed in the law, so here each carrier can establish its own rules. Usually, bags of 55 × 40 × 20 cm in size or with the sum of three dimensions equal to 115 cm are allowed on board. Such a suitcase will fit in the overhead luggage rack along with the hand luggage of other passengers.
You can also take a handbag, briefcase or backpack with things in excess of the norm. It is assumed that you will place them under the seat in front of you, so the allowed weight and dimensions may be less than for hand luggage. For example, up to 3 kg and not more than 80 cm in the sum of three dimensions.
Carefully read the rules on the company's website: if the weight of free baggage in excess of the norm is not indicated there, check it on the website or by phone.
Also, instead of an additional bag, briefcase or backpack, you can take for free:
- bouquet of flowers;
- outerwear;
- baby food for the child during the flight;
- suit in a suitcase (specify weight and dimensions);
- a device for carrying a child (cradle, chair, stroller) - provided that you are flying with a child and can fit these things on a shelf or under the seat;
- medicines, special dietary needs in the amount required for the duration of the flight;
- crutches, canes, walkers, rollators, a folding wheelchair, if you can fit them in the cabin on a shelf or under the seat;
- goods from Duty Free, if they are suitable in weight and dimensions and are sealed in a sealed package (specify weight and dimensions).
Rule of thumb: what you are going to take into the cabin should fit on a shelf or under the seat. Ask the carrier in advance how much excess hand luggage they will allow you to carry.
How are hand luggage checked at the airport?
If your hand luggage looks bulky, it will be weighed at the airport and the dimensions checked using a special frame. This is a plastic container or two walls in which your suitcase should fit. In this case, everything should fit, including handles and wheels.
Carry-on bag size checker / consumerreports.org
To avoid having to pay extra for hand luggage, choose soft bags or a backpack with drawstring straps that reduce the size of an already packed travel accessory.
Going on a trip, people, in addition to things, take with them liquids that may be necessary. When using land transport, there are no difficulties here, but when flying, you will have to strictly take into account the allowable amount of liquids you carry with you.
Category - liquid
When packing suitcases and bags, you should take into account what exactly the air carriers mean by the term "liquid". Some may be surprised by the proposed list, because it includes not only fluid substances such as water, drinks and juices.
- many types of food were included in this category: soups, yogurts, dairy products (even soft cheeses), as well as jellies, jams, honey;
- liquid substances include any kind of baby food;
- all cosmetics are treated as liquid (not only lotions, but also sprays, gels, creams, lipstick, etc.);
- perfumery (perfumes and colognes) are also liquids;
- this category also includes hygiene products - liquid soaps, shampoos, toothpastes, men's shaving products, deodorants;
- medicines in vials, vials and ampoules are also included in this list;
- even if canned foods are 90% solids, they will still be classified as liquids.
The list for transporting liquids also includes household chemicals and fertilizers, but it is unlikely that anyone will carry them into the cabin with them. As for alcohol, this is a separate issue, which will be discussed below.
The norms of liquids in baggage
Having familiarized themselves with the free baggage allowance (each airline has its own parameters), travelers begin to pack their bags. What to put there is their personal preference. You can put clothes, toys, souvenirs or completely fill bags with liquids. Here, airlines have no restrictions on allowed items.
The main thing is that the weight is in line with the norms. It may have its own weight restrictions, which it is recommended to find out about in advance on the website of the air carriers whose services you intend to use. Otherwise, you will have to pay extra for excess mass.
Important! Take into account the ban on the transport of hazardous substances - poisonous, narcotic, capable of provoking an explosion or fire. You will have to more carefully select the contents of the luggage in which you plan to carry liquids.
The size of the container in which the liquids in the luggage will be packed does not matter. The main thing is that it is airtight, and there are no leaks in flight.
Rules for hand luggage
For liquids that are allowed to be carried on an airplane as hand luggage, air carriers are more strict, therefore they have established certain rules and regulations. Each passenger should know how much liquid can be carried on the plane:
- the volume of each vial, tube, vial, bottle should not exceed 100 ml;
- the maximum total volume of liquid carried in hand luggage on the plane is 1 liter;
- All liquid must be packed in a resealable transparent plastic bag.
Additional Information. Such a bag with a clasp can be purchased in the office departments. It has dimensions of 0.2 x 0.2 m, and it easily accommodates the required number of bottles of liquid.
Before forming luggage, it is recommended to make a list of the essentials that should be at hand in the cabin of the liner. So it will be easier to invest in the norms for carrying liquids in hand luggage. Everything else can be sent in baggage.
Inspection
Passengers go through airport security screening before boarding the aircraft. Baggage and hand luggage are checked not only for the transport of prohibited items, but also for compliance with the norms of the liquids present there.
If incorrect packaging or an excess exceeding the norm is found, these liquids from hand luggage will have to be transferred to baggage, if there are no contraindications to this. In situations where it is impossible to do this, it is proposed to give extra or abnormal things to the mourners (if any).
Additional Information! Special containers are installed at the inspection point, into which everything that has not passed the quotation for hand luggage is sent, the owners will have to say goodbye to these things forever. In order to prevent such a situation, all the nuances associated with the transportation of liquids should be clarified in advance.
You also need to take into account the requirements of the host party if you plan to fly abroad - each country may have its own rules and restrictions on how much liquid you can take with you. So it is not a fact that it will be possible to easily pass the inspection on the other side.
Transportation of alcohol
Many airlines are categorical about the transport of alcoholic beverages. If in some cases its presence in luggage is still allowed, then even 100 ml (the so-called “scoundrel”) cannot be carried in hand luggage. The exception is drinks purchased at Duty Free, they can be taken into the cabin, but on condition that the package remains intact until the end of the flight.
Note! In business class on some flights, passengers are offered a choice of alcoholic beverages, but this does not mean that the airline will allow such liquids to be carried into the cabin.
It should also be taken into account that many countries do not allow the importation of alcoholic beverages (even those bought in the duty-free zone). Before you travel, you should find out what the law is in force in the country where the flight is planned, and clarify whether it is possible to cross the border with alcohol.
Transportation of medicines
There are restrictions on the transport of medicines, and this list should be familiarized with in advance. It is also necessary to take into account the fact that in most countries some medicines that are freely available in Russia are not allowed.
If a passenger needs drugs during the flight in excess of the standard volumes for carrying liquids, they can be carried, but you will have to worry about an extract from the medical card confirming the diagnosis. It is also necessary to stock up on a doctor's certificate confirming the need to take these drugs during the hours that coincide with the trip.
The same remark applies to narcotic drugs - they must have an official written confirmation. All medicines carried on the plane must be in the "native" container, provided with labels. Going abroad, you additionally need to have duplicate statements and certificates translated professionally into English language(necessarily certified by a "wet" seal).
Important! If there are no documents on hand confirming the need for certain medicines for the patient, then on the basis of this, in a number of countries they can open a criminal case for the illegal transportation of medicines (especially if there is a ban on them there).
Transportation of baby food
When planning to take food for children on the road, it should be borne in mind that for a child over the age of 2 years who has a separate seat, the same rules for carrying liquids apply as for an adult.
For babies who are under 2 years old on the day of departure, the airlines have a more loyal attitude - they are not subject to the rules for transporting baby food and drinks. Therefore, mothers can take these liquids on the plane as much as necessary to feed the baby for the entire flight period.
Note! If the child is already 2 years old at the time the family returns home, they lose these privileges. This should be taken into account even before you go on a trip, in order to know in advance how much you can carry on the food plane on the way back.
Goods from Duty Free
After going through all the procedures for international flight, passengers can spend time in the duty-free shopping area while waiting to board. It is allowed to bribe drinks, as well as food and alcohol. Someone will take perfumes, cosmetics and hygiene products at a lower price. Here you can already ignore the limitation on the volume of containers - 200 ml or more in this case are not taboo.
Even if hand luggage already has the maximum allowable weight, then goods purchased at Duty Free go beyond this weight. But on the condition that the packaging remains intact when passing into the cabin of the aircraft, and there will be a corresponding receipt for each purchase. Otherwise, new acquisitions will have to be left behind.
In the cabin, it is allowed to use food and drinks purchased in the duty-free zone, but then they will have to be completely eaten and drunk during the flight, so as not to have a reason to explain to representatives of the screening service of the host airport.
When using transfer flights, you need to take into account that the packaging on goods purchased at Duty Free must remain intact at the time of transfer from board to board. And in some countries that are not members of the European Union, it is generally not allowed to carry goods from the duty-free zone if they go beyond the allowance for hand luggage.
Transportation of canned food
Some travelers stock up on canned food for the entire holiday period, which, according to the templates of air carriers, are listed as liquids. It will not be possible to carry them in hand luggage - only in luggage, since any of the cans exceeds the agreed 100 ml. During inspection, they will definitely pay attention to the expiration date, as well as the integrity of the container.
Home preservation should also be airtight and packaged in unbreakable containers. If the baggage does not exceed the maximum allowable weight, no questions will arise during the inspection. For excess limits, you will have to make an additional payment to the cost of the ticket, taking into account extra kilograms of baggage at the current air carrier rates.
Many passengers do not miss the opportunity to take caviar (red and black) with them on the road or bribe it in Duty Free. This product also belongs to the “liquid” category, it doesn’t matter if the caviar is bought as a gift or will be used for one’s own needs – there may also be restrictions on its transportation.
It is better to suggest this option in advance so that you do not have to waste money. If it is initially planned to carry caviar in hand luggage, then the condition of 100 ml will apply to it. It is better to transfer large volumes to luggage immediately. When buying in a duty-free zone, jars with caviar must be sealed for the entire period of the flight and at the time of inspection at the airport of the host country.
It is necessary to take into account the permissible volumes of the transported product. If transportation is carried out within the country, then there are no restrictions on the transport of caviar in luggage. In this case, packaging is allowed both in the original packaging and in plastic containers.
Additional Information! Going abroad, caviar can only be transported in factory-made jars with labels. But European countries allow the import of no more than 125 g of black caviar. From Russian Federation it is unrealistic to export more than 250 g of sturgeon black caviar and more than 5 kg of red caviar.

These and airlines, only a few increase the allowed volume to 2 kg / l per person, and the minimum container volume to 500 ml.
Some airlines, such as Wizzair, are expressing restrictions regarding the package size (20x20 cm).
Also pay attention to the volume measures of the country to or from where you are flying:
- when departing from Russia, EU countries, as well as Norway and Iceland there are standard requirements for the volume of containers and the total volume of liquids, instead of 100 ml, the rules may include the international “1 deciliter”;
- when sending any country from the United States in both directions, as well as when departing from Canada to any country the volume of each container is limited to 90 ml (3 fl oz).
We take medicines and baby food to the salon
Some passengers who take medication regularly may need it during the flight. Traveling with small children under 3 years old, it may be necessary to urgently feed the baby.
For such cases airlines allow the carriage of liquids in hand luggage as baby food, medicines, as well as, with special need, diet food and additional water.
The amount of these liquids can exceed 100 ml but they must be consumed during the flight.
They do not need to be specially packed, but should be presented for inspection separately from other baggage.
The presence of medications and dietary nutrition must be justified by a certificate from a doctor. You may be asked to taste the contents of any container you bring to the salon.
Can you carry water on the plane? It is easier for the child to take instant food, and on board the flight attendant will provide hot water so that it can be diluted.

This package must not be opened during the flight, otherwise the contents will be confiscated upon landing.
Some countries, such as the Netherlands, prohibit the transport of goods, purchased at airport stores in countries outside the Eurozone.
Alcohol is also a liquid, but a special

You can take alcohol in hand luggage only in accordance with the general rules, that is, in a small container (flask or bottle) with a volume of not more than 100 ml or in a sealed bag from Duty Free.
Alcohol is accepted in checked baggage with the following restrictions:
- with a strength of up to 24% - in any quantity allowed for import;
- drinks from 24% to 70% - up to 5 liters per person;
- strong drinks over 70% are prohibited for air transportation.
Alcoholic beverages must be in containers with a manufacturer's label. Some airlines, such as Aegean Airlaines, require wooden crates for alcohol crates.

Place bulky items in luggage, and properly pack the permitted number of small bottles for carry-on baggage.
Make sure they are available for inspection. Have a doctor's note for diet and nutrition. Do not print packages from Duty Free.
Peaceful inspection to you, and, of course, a pleasant flight!
With the beginning of the summer holidays, tourists have become more and more interested in the rules for carrying liquids in hand luggage on board an airliner. Indeed, travelers often do not have reliable information about what is allowed to take with them on an aircraft, and what is strictly prohibited. Usually, our compatriots, when packing their bags for the trip, are guided by the advice of friends who often fly with various airlines. However, even they may not be aware of all the intricacies of the baggage rules. Baggage rules also change regularly. Therefore, by the summer season, each major air carrier is trying to publish an updated list on its official website, which contains everything that passengers need to know. Most of all, those who travel with large families with children of different ages are concerned about the rules for carrying liquids in hand luggage on an airplane. In today's article, we will give you the most up-to-date information on this issue.
Hand luggage: description of the term
Anyone who has flown at least once in an airplane is well aware of such a phrase as "hand luggage". It seems that this term should not cause questions, but, as practice shows, not every traveler correctly understands its meaning.
According to international terminology, hand luggage is a bag with a passenger's personal belongings that meets the dimensions and weight established by the airline, and is also marked with a special tag.
Each air carrier independently sets the dimensions of hand luggage, so before flying, you must carefully read the rules. Quite often, when booking a ticket via the Internet, these data are displayed on the screen, which greatly facilitates the preparation for the trip.
Many tourists consider everything that they take with them on board an aircraft as hand luggage, but this is not at all the case. Each passenger is absolutely free to carry the following things on the plane:
- ladies bag;
- laptop or tablet;
- umbrella;
- folders for papers;
- bouquet of flowers;
- outerwear or a suit in a case.
All of the above do not need to be weighed and marked, so these items cannot be considered hand luggage. Keep this in mind when you travel.
Aircraft liquids
A few years ago, the rules and regulations for carrying liquids on an airplane were quite loyal. They did not have strict restrictions, which greatly facilitated the life of passengers - they could take with them almost everything they wanted into the cabin of the aircraft. However, for last years in the face of increasing terrorist threats, airlines have significantly limited the carrying of liquids on the plane.
Therefore, before the flight, each passenger should carefully study what and in what quantities he can take with him. Many travelers are wondering what baggage rules they need to follow on airplanes - Russian or international. This moment usually raises numerous questions, because each country pays attention to its own specific nuances. How not to make a mistake when planning a trip?
In fact, everything is simple: in order to correctly calculate the amount of liquid that you are allowed to take on board, you should look for the rules not of the country where you are flying, but of the airline that is flying. The carrier's website will indicate all the nuances that meet the requirements of international transportation standards, and the air carrier's own changes.
Since we cannot cover all the well-known airlines in the world, in the article we will focus on international standards, and also consider the rules for carrying liquids in hand luggage of the two Russian air transportation leaders - Aeroflot and S7. After all, it is these companies that Russians most often fly within the country and abroad.
Rules for carrying liquids in aircraft baggage
Many travelers flying to the sea take with them a lot of creams, as well as other cosmetics that are equated to liquids. Some tourists even manage to take their drinks on vacation - both alcoholic and non-alcoholic. In the process of packing bags, questions often arise about whether it is possible to carry all this in the luggage compartment and whether airline employees will force them to take these things out of the suitcase.
If you are also concerned about such issues, then you don’t have to worry - in your luggage you can carry any amount of liquids and substances that fall under this category by consistency. The absence of restrictions is due to the fact that all bags and suitcases that enter the luggage compartment of the aircraft must undergo X-ray inspection. Therefore, airline employees are sure that there can be nothing prohibited in your luggage, and liquids do not pose any danger at all.
The only thing a traveler may encounter is a restriction on the import of foreign alcohol into Russia. Of course, this nuance does not apply to air carriers, but to customs rules. However, this information cannot be redundant. Keep in mind that when you return to the country, you should not have more than three liters of alcohol-containing liquid per person. Otherwise, the customs service will confiscate excess alcohol.
Liquid bought in duty free
Often, our compatriots, after checking in their luggage and going through all the stages of personal inspection, go to duty-free shops to buy something interesting. Usually these purchases are alcoholic beverages and perfumes, which, of course, are liquids. And therefore, they will obey the rules for carrying liquids in hand luggage. How not to be left without your purchases and deliver them safe and sound?
There is some deviation from the general rules in this regard. According to it, passengers have the right to bring on board liquids purchased at a duty-free shop. However, they must be packed in a sealed bag, which must be kept closed during air travel. In addition, do not throw away the receipt confirming the purchase. The airline staff can ask you for this document at any time to make sure that the purchase was made on the day of departure.
Rules for carrying liquids in hand luggage
If you plan to take on board any liquids that you cannot do without on a flight, then you should carefully study the rules of the airline carrying you.
Keep in mind that liquids must be in a container not exceeding one hundred milliliters in volume. Often, Russians try to carry liter water bottles with them, in which there is very little content left, and they are very surprised when airline employees pull them out of their hand luggage during the inspection. Remember that the container itself should not exceed one hundred milliliters, but the amount of liquid in it no longer matters.
There may be several containers that comply with the rules, but they must all be packed in a transparent plastic bag. It is in this form that all bottles and vials can be allowed to be placed in hand luggage. A plastic bag can be obtained free of charge at the baggage screening point and, in the presence of an airport employee, place all available liquids in it.
It seems that the rules are quite simple, but travelers often get confused about exactly which liquids are considered allowed in hand luggage.
List of allowed liquids
To make it easier for you to travel, we decided to publish a list of those substances that you can take with you on board the aircraft:
- water, juices, soups and other foods of appropriate consistency;
- cream, oils and similar cosmetics;
- perfumery (perfume, Eau de Toilette and so on);
- aerosols and containers in which the contents are under pressure (for example, deodorants);
- any gels and pastes;
- mascara.
It is also not forbidden to carry in hand luggage non-hazardous substances that resemble liquid in their consistency.
Medicines
Often tourists doubt whether it is possible to take various medicines in a liquid state with them on an airplane. After all, many people find it quite difficult to do without certain medications in flight. Given this nuance, airlines allow you to bring medicines on board, but they reserve the right to require you to prove the need for these medicines. This evidence can be an extract from the medical history, a certificate from a doctor or a pharmacy prescription.
Baby food
The question of baby food is very acute for young mothers planning an air flight. Many toddlers are quite biased in their choice of food, and in the absence of their favorite jar of puree, they begin to express dissatisfaction loudly. Can I take baby food on board?
Airlines on this account are unanimous in their opinion - you have the right to carry any number of jars and bottles of baby food in your hand luggage. But just in case, check your airline's liquid policy changes before you fly.
Russian airlines: carrying liquids on board
Since the largest and most famous Russian air carrier is Aeroflot, the rules for carrying liquids in hand luggage of this company are of interest to many travelers.
If you also plan to make your flight with Aeroflot aircraft, then be aware that this company does not impose special requirements on liquids on board, which are contrary to general international rules. Before boarding the flight, if necessary, you will be given a plastic container where all the liquids up to one hundred milliliters that you decide to take on board will go. You have the right to carry any amount of liquid substances in the luggage compartment.
The S7 has the same clear rules for carrying hand luggage. This company allows liquids to be carried on board only in containers not exceeding one hundred milliliters. This year, the airline has not made any changes to the list of liquids allowed for transportation on aircraft, as well as to the rules for their packaging.
Conclusion
Traveling is always pleasant chores and the expectation of adventure. And so that the trip is not spoiled at the very beginning, it is worth carefully preparing for it. We hope that our article will make long road tolls easier for you.
is a question that interests passengers of many airlines. People do not always understand what belongs to this category of baggage, what things can be taken into the cabin, and what is better to leave at home or check in with regular cargo.
What is the essence?
First, let's look at what is considered hand luggage on an airplane. This is a special type of baggage that is allowed to be taken into the cabin of an airliner. For him, his own rules and norms of transportation are established, and depending on the rules of the airline. For example, economy class passengers get one seat, while business class and 1st class passengers get twice as much.
It is believed that the equivalent of one piece is a bag or backpack containing personal items. This is wrong. The main criterion is the weight of hand luggage and its dimensions. It is from these parameters that the carrier is repelled. There are a number of restrictions on such baggage, which may vary.
General prohibitions
Before checking in for a flight, it is important to be clear about what you cannot take on a plane. Speaking in general, the category of prohibited goods includes weapons, liquefied gases, as well as dangerous substances (radioactive, toxic, caustic). The category of prohibited items also includes explosives, liquefied gases, sharp objects, including household appliances such as wire cutters, a corkscrew, scissors, a folding knife, and others.
Below we will consider in detail what you can take in hand luggage on an airplane, and what things are prohibited in relation to food, cosmetics, medicines, digital equipment and other cargo.
Food
First, let's look at what is allowed to carry from food. As a rule, airlines restrict passengers in this matter, prohibiting the carrying of jelly-like and liquid food. But you can take with you:
- Nuts.
- Fruits.
- Sandwiches.
- Cookie.
- Chips and other products.
If you are flying with a child, you are allowed to take baby food. If jelly, juices or yoghurts are found before departure, they will most likely be banned from being transported. This also applies to food that is packaged in jars. Those products that are allowed to be carried on board are recommended to be packed in transparent bags, which speeds up the inspection procedure.
Before departure, pay attention to the requirement of the carrier, because they may vary. Pay special attention to goods from DutyFree stores. They are allowed to be taken on a plane, but only if they are packaged in a bag and have a receipt on hand.
Cosmetical tools
Women are often interested in what they can take with them. from cosmetics. As a rule, carriers are allowed to bring into the cabin:
- Blush.
- Eyeliner.
- Shadows.
- Powder and other means.
As for jelly-like formulations, as well as liquids that are packed in containers larger than 0.1 liters, it is forbidden to take them with you. The only option is to transfer the items to checked baggage. In addition, pressurized cans are not allowed into the cabin. In this case, the total volume of liquids carried should not exceed 1000 ml. This nuance should be taken into account even before departure.
medical supplies
Another important issue is medications. You are allowed to take the following medicines as hand luggage:
- Pills.
- Hydrogen peroxide.
- Dressing materials.
- Various drops.
All funds should be sealed and carried with instructions for use. Otherwise, customs officers may have questions for the passenger, up to the need for a detailed inspection. If there is an injury, hand luggage can be supplemented with special means for movement, for example, crutches. With regard to the upper limit of liquids, the same rules apply here as mentioned above.
Digital equipment
According to the rules of air carriers, you can take digital equipment on board the aircraft - a laptop, player, tablet, camera, charger and even a hairdryer. But there is a limitation regarding the mobile phone. It can be carried into the cabin, but with a mandatory shutdown. This is for safety reasons, as radiation from mobile devices can interfere with aircraft electronics.
If you plan to carry large equipment that exceeds the allowable dimensions, it is better to check it out as regular baggage.
What about documents and jewelry?
According to the rules of airlines, it is allowed to take valuables, jewelry, wallets and important documents with you in your hand luggage. It is also necessary to take your passport with you so as not to accidentally end up in a foreign country without documents. There are situations when luggage does not fit on one plane and then it can be sent on the next flight.
Clothing and personal hygiene items
If we consider personal hygiene items, you can take a toothbrush and paste, a comb (without a handle), wet wipes and even nail polish remover on board the plane. At the same time, it is forbidden to take cutting and piercing things into the salon. This rule also applies to nail scissors.
From clothes you can take with you a coat, a jacket (sweater), an umbrella, a blanket and a shawl. In general, it is allowed to take almost all clothes, if it does not contradict the rules of the airline and does not exceed the allowable standards (dimensions, weight).
What are the weight and size restrictions?
Separate question - how much hand luggage can i take on a plane. Here, each airline has its own rules, which depend on the direction, ticket price, flight class and other factors. There are only two main criteria, namely dimensions and weight:
- Dimensions. They should not exceed 56 cm in length, 46 cm in height, and 25 cm in width.
- Weight. Here the requirements are different, and various airlines restrictions can be between 3 and 15 kg.

Despite a certain similarity in the requirements of air carriers regarding hand luggage, some rules are strictly individual. For example, low-cost airlines that provide budget flights are stricter about hand luggage and allow you to take a minimum of things with you into the cabin. No more than one seat is allowed per person. More established companies will have fewer restrictions. In any case, it is important to clarify these points in advance, even before buying a ticket and checking in for a flight.
