It is no secret for frequent travelers that you can save a lot on flights by buying tickets not only through promotions from airline aggregators, but also by flying with low-cost airlines. If low-cost airlines are a long-standing and familiar topic abroad, then in Russia they appeared not so long ago. Our most important and “favorite” low-cost airline is Pobeda Airlines.
Everyone has long been aware that they went a little crazy with their transportation rules, which were often adjusted by the FAS. The main confusion and problems with them arose because of hand luggage, which can only be carried in the form of a bag, not backpacks, not suitcases, but bags. Until recently, this very “bag” was a vague concept; it could be a woman’s clutch with her favorite cosmetics, or a trunk in which you could transport a painting, a basket, a cardboard box and a small dog.
But at the end of last year, Pobeda finally established clear dimensions for permitted free hand luggage. Its dimensions can be determined by placing the bag in a calibrator - a measuring box that is located at the check-in counters of this airline. The dimensions of the box say that the maximum permitted dimensions are 36x30x27 centimeters. Now a trunk with clothes from Milan can’t just be carried into the cabin of our low-cost airline.
I always fly with a large backpack; I never had to use the Pobeda, but the news bothered me, and I decided, just in case, to avoid problems in the future, to purchase the right bag for such flights. She looks exactly the same as in the photo above, in the Procrustean bed of "Victory". Only mine is gray.
I bought it on the Letim.me website where it costs 1500 rubles. If desired, it increases in volume, as permitted by the Pobeda transportation rules.
Unfortunately, my laptop does not fit in the bag, but the ultrabook will fit quite well, and most importantly, a camera with an additional lens, there is also room for a change of clothes and other things needed for the trip.
Initially I thought that there would be little space in the bag, but it turned out that it was quite spacious. The bag has two compartments and one pocket for every little thing, it couldn’t be simpler, but just right for economy trips. The website has a choice of four colors.
My wife says it looks like a paramedic's bag. As written on the website, it is delivered by SDEK courier service throughout Russia and the countries of the customs union: Belarus and Kazakhstan. You can receive the bag at the SDEK pick-up point in your city, or in person from the courier, as in my case. When you select a city, the amount of delivery cost will be accurately calculated.
How do you deal with low-cost airlines? Have there been any problems?
Pobeda Airlines has limited the size of hand luggage carried free of charge on its flights: now it can measure no more than 75 cm in the sum of three dimensions, which seriously limits the possibility of using a life hack based on the requirements of the Federal Aviation Regulations (FAR). The fact is that, according to the FAP, it is possible, and regular passengers of Pobeda began to specifically buy “grandfather’s” briefcases that fit this definition. The best examples of briefcases can easily accommodate equipment (laptops, cameras), clothes, and even bottles from duty-free, the transportation of which costs .
Only a very modest briefcase or handbag will fit into the 75-centimeter size; Thus, large and heavy “trunks” will still have to be checked in as luggage. Let us remind you that “Victory” is a plane that tries to fill the luggage compartment of the aircraft to the maximum and the cabin to the minimum; The airline motivates this by the fact that passengers without carry-on luggage board and disembark faster, which reduces the duration of ground handling of the aircraft. This, however, increases the time passengers spend at the airport, but reduces the carrier’s costs, also allowing them to earn extra money on carrying hand luggage. For many passengers, the rules of “Victory”, however, turn out to be a surprise, although the website states in bold print what constitutes a briefcase and a handbag.
In particular, a “briefcase” is understood as a narrow rectangular bag, the dimensions of which do not exceed 75 cm in the sum of three dimensions, designed for carrying documents (papers), books, a laptop computer, as well as small items and having corresponding compartments in the internal space. Backpacks and bags of any kind are not included in the list of items carried free of charge in the aircraft cabin. A “handbag” is a small bag of a rectangular, oblong or soft shape, designed for carrying small household items or cosmetics, the dimensions of which do not exceed 75 cm in the sum of three dimensions. A handbag can be equipped with a shoulder strap or chain, and have handles made of leather, textile, metal, plastic or bamboo.
A number of media reports state that the 75 cm limit is illegal. However, Pobeda believes that in this case there is no contradiction with the FAP, since the law in this part does not establish any requirements. “On the contrary, we had to define the concepts of “handbag” and “men’s briefcase” - for objectivity. The requirement for the size of hand luggage is published directly on the website in the “baggage” section of the transportation rules. In addition, the low-cost airline Ryanair has the same restrictions. Pobeda adopts the best experience of world leaders in the low-cost airline industry. 75 cm fits most handbags and men's briefcases (or laptop cases). And in the near future, special meters for hand luggage will appear at check-in counters,” comments the company’s press service.
The FAP really does not regulate in any way either the concept of “briefcase” or its size, and therefore the Ministry of Transport is preparing changes to the FAP, in which the items allowed for transportation will be clearly described, which will eliminate possible discrepancies.
Those who fly with Pobeda Airlines for the first time have many questions about hand luggage and baggage. I myself have personally seen how passengers, without fully understanding what and how much they can take on board the plane for free, overpay a lot of money at check-in counters. Below we will talk about the new rules and conditions for baggage transportation in 2017.
Free hand luggage: what you can take on board the plane
Let me start with the fact that Pobeda previously allowed 10 kg of luggage per person to be carried free of charge, plus things for which, according to the law (135 FAP-82), no fee should be charged (handbag, briefcase, cane, camera and some other items). However, since November 2017, the airline's rules have changed dramatically.
Now each passenger, without paying, can take on board the plane only hand luggage measuring 36*30*27 cm. The weight is absolutely unimportant! The main thing is that all things fit into a special calibrator (meter) installed at the airport. Moreover, things that according to 135 FAP-82 should be transported free of charge, you must also put in this same measuring device along with all your hand luggage.

The number of things is also not limited. Those. you can take with you, for example, a backpack, a handbag, a bag, a laptop and a camera, but all this must fit into the calibrator! And so that the lid is sure to close.
The measurement must be taken before entering the passenger screening area.
If your items do not fit into the meter, you will have to pay extra for them and put them in the luggage compartment. It’s better to do this through the website, because... If you pay for luggage at the airport, it will cost 2 times more:
If initially, for some reason, luggage was not purchased, but you still need it, you can add it to the booking later in the “Personal Account” or “Manage Booking” services on the Pobeda website. This can also be done through the airline’s call center, but a call there is not cheap - a minute costs 55-60 rubles.

Is it possible to take paid luggage into the cabin of the Pobeda aircraft?
If you do not want to check paid luggage in the luggage compartment (for example, you are carrying valuables or a cat), then you will have to pay more for it. In addition, there are also certain requirements for it: firstly, there must be free space in the aircraft cabin. Secondly, one piece of your luggage must weigh no more than 10 kg and not exceed 115 cm in the sum of three dimensions (i.e. length + width + height). Tariffs are as follows:
What questions usually arise regarding free baggage?
Is it possible to combine free baggage for several people? It is forbidden! For 2 people you can take 2 pieces of luggage free of charge, each of which will fit into a measuring device measuring 36*30*27 cm.
Is it possible to take 2 backpacks for free per person if each one weighs 5 kg? Can. The main thing is that they fit into the calibrator again.
What if the backpack or bag is incomplete, but its dimensions are larger than 36*30*27 cm? You can crumple them or wrap them with tape. Your goal is to place them in the luggage meter and close the lid.
Can I take a children's scooter in free hand luggage? Previously, when free luggage was checked into the luggage compartment and was large enough, it was possible. Now it won’t work, because... It cannot be carried in the aircraft cabin. Here is a quote from the Victory website:
Sports equipment and equipment (including, but not limited to: long fishing rods, golf clubs, bicycles, scooters, fencing equipment, surfboards, bodyboards, snowboards, skis) can be carried in the cargo hold of the aircraft upon payment of an additional unit fee such Baggage through the website www.pobeda.aero, through the reservation center of Pobeda Airlines LLC, as well as at the airport ticket office. Cell phones and personal electronic devices with wireless communications are carried free of charge in carry-on baggage. They should be put into "airplane mode" immediately after closing the aircraft door.
Is it possible to take a backpack or bag into the cabin as carry-on luggage?? It is possible if it, together with other hand luggage, fits into a 36*30*27 cm measuring device.
Is it possible to carry liquids in hand luggage? Each passenger can take liquids into the cabin in containers not exceeding 100 ml. Next, these containers need to be packed in a securely closing transparent plastic bag measuring 18*20 cm. Personally, I packed it in an Ikea bag for freezing food =) The total volume of liquids should be no more than 1 liter.
Liquids allowed for carriage in hand luggage:
- water, other drinks, soups, syrups, jam, honey
- perfumes, including perfumes, colognes, eau de toilette
- creams, lotions, oils
- gels, including hair and shower gels
- toothpaste
- aerosols
- pressurized containers, including shaving foam
- other foams and deodorants
- mascara for eyelashes and eyebrows
- any other substances of similar consistency.
Liquids in cans or bottles larger than 100 ml are not accepted for transportation, even if the container is only partially filled.
Can I take food on board? It is possible if it is in hand luggage and is not liquid (read about the transportation of liquids above).
Is it allowed to transport alcohol? Not included in free hand luggage. Only in the luggage compartment no more than 5 liters per person (with an alcohol content above 24%), with an alcohol content less than 24% - without restrictions.
In hand luggage you can, but only in accordance with the restrictions on the carriage of liquids, i.e. in a container no more than 100 ml. The exception is duty-free purchases.
Can I bring medicines and a thermometer? You can take medicines that you will need during the flight in your hand luggage (I usually take them, I have never had any complaints). A thermometer is possible, but not a mercury one.
According to the Pobeda website, medications cannot be transported in the luggage compartment. But if you look at the Rules of Transportation (Appendix 2), it only states that it is NOT RECOMMENDED to transport medicines and other valuables in checked baggage. Those. There is no prohibition as such, there is only a recommendation!
Can I take a knife with me? Only in the luggage compartment, not in the cabin (i.e. only in paid luggage).

Hello, I’m Konstantin Parfenenok and this is a short text about how I flew on a Pobeda flight from Kaliningrad to Moscow in December 2015. An economy class ticket cost me 999 rubles, and was purchased on the carrier’s official website 14 days before departure.
Road to the airport
In general, I wanted to go by bus - 80 rubles and a convenient flight that arrives at the airport 75 minutes before the departure of the evening Pobeda flight. But I had done so much during the day, and the weather was frankly disgusting, rain and wind, that I decided to calmly take a taxi, only 450 rubles for a half-hour trip (it was raining). As a result, I arrived at the airport at 19:30, while the departure was announced at 20:20.
Formalities
They started right at the entrance to the terminal - due to the events of recent months, at the entrance inspection they are not only asked to turn on phones, but also laptops. Yes, right at the entrance to the terminal. Not fatal, but inconvenient and takes a little time.
Pobeda does not have online check-in for flights to Moscow, so I head to the counters - there are three of them, from the second to the fourth, but at the end there is only one left - the fourth (and on the second there is also a funny inscription that it is for business class passengers ). There is almost no line (one pair of passengers doesn't count) and so I hand my passport to the registration agent. Standing next to me is an airline representative who asks if I have hand luggage with me and, having received an affirmative answer, asks to show my bag. Showing her, I say that everything is strictly according to the FAPs and get my boarding pass.
Surprise - it has serial number 174 (that is, 173 passengers checked in before me) and seat 15D, that is, at the aisle next to the emergency exit. I didn’t do anything to get it - I didn’t ask or ask, I just came at the very end of registration. This trick works because the airline has no choice if it is well loaded - it must give you a free seat for free, even if it previously asked for 699 rubles for it. By the way, the same applies to many other carriers. True, most likely I was just lucky - I bought a ticket just after the scandal with automatic seat selection and I simply did not have a seat assigned in advance, like other passengers.
I hurried to security and, out of habit, went to sector B, where they turned me around, telling me to hurry up, since boarding was ending. I was surprised, because registration was just finishing and the plane had not even arrived yet, but I went to sector C. There was a quick security check, they also asked me to turn on the laptop, but I took it out in advance.
Sector C is the part of the terminal intended for international flights. But since the flow of passengers fell by a third, and transportation within the country, on the contrary, is growing (thanks to the weak ruble and cheap oil), it began to be used for Russian flights. This is easy to do - through a separate entrance, straight to inspection, bypassing the customs and border guard posts that remain on the left.
The sector itself is even smaller than sector B, but it has a cafe, several vending machines, a business lounge (closed, but with a sign saying, call us, we’ll come open it) and a toilet, and, uniquely, this is the first time I’ve seen a queue for the men’s toilet (!) . There is also Duty Free, but it is not for passengers on Russian flights.
Landing
It was not in vain that they rushed me - boarding for the flight was in full swing. At the same time, there were still passengers in the hall, and the plane had not yet arrived. The last time I saw something like this was in Mr. O’Leary’s shop, but to give it its due, even he would not have guessed what I saw next.
So, what does boarding a Pobeda Airlines flight from Kaliningrad airport look like? You reach the gate, hand over your boarding pass and proceed further, where a special employee is waiting for you who has only one task - to check your hand luggage. If you have something that is allowed to be carried on board for free at the FAPs, then you move on and no problems. But if you're carrying a blanket in a package, a laptop in a backpack, a cake in a box, you're screwed. Or rather, the end of the extra couple of thousand in your wallet that you will have to pay to bring the listed items on board.
But wait, you wrote that you know how to carry a backpack on a Pobeda flight for free? That's right - it's very simple. You need to put the backpack in your laptop bag, as in the photo. Yes, I know, it sounds stupid and then you will have to transfer this bag into a backpack and the backpack should be rag with a minimum of plastic and rubber pads, but why isn’t there a way for you? I succeeded, I passed the hand luggage control at the gate.
And just when it seemed to me that everything was over, the difficulties were behind me, when the further landing process seemed like a real branch of hell in a specific place. Firstly, you will find yourself in one of two buses (the first for passengers with boarding rows from 1 to 16, the second for those who fly in rows 17 to 32, they will tell you about this at the gate when I tear off the ticket stub), which will crowded (for a minute up to 96 passengers on the first bus and up to 93 passengers on the second) stand on the street, where it is now raining and the atmosphere is not very pleasant, while the heater on the buses will be turned off and the doors will be open until the last passengers are packed inside these are wonderful vehicles.
Secondly, when this happens, and the plane has not even arrived yet, the doors on the buses will close and the stove will start working, but it’s too early to rejoice - you will stand still and wait. If you are sitting on such a bus, you are lucky. I stood there and held my hand luggage in my arms. This lasted about five or seven minutes, not the most pleasant wait at all. Thirdly, the plane lands, it is parked, and then a short trip to the parking lot begins, where you first watch (and I stood at the window) how the last passengers get off, how the cabin is cleaned, this is not a quick process, because the flight attendants clean it themselves , and then the doors open and you will literally run to this plane to quickly take your seat and exhale. Plus it’s still raining, the ramps are wet, you have to run carefully. Now imagine everything is the same, but at minus 12 or 15 degrees - the sight will become even more unpleasant.
Salon
Okay, the boarding hell has passed, I’m getting on board. Immediately at the entrance, the flight attendants check the boarding tickets, but only to make sure that you have boarded your flight. Then I get to my seat, 15D, where I show the boarding ticket to a separate flight attendant again. This is a Cerberus of emergency numbers, but more on that later.
This is a VQ-BAW flight, Pobeda Airlines is the first operator of this airliner, it is only 10 months old, the cabin has 189 economy class seats, the seats do not have headrests, they do not recline. Oh yes, Sky Interior, of course.
In general, in the 15th row there is simply a ton of legroom, but these are safety standards, and Pobeda has nothing to do with this. But the interior is clean - no traces of chewing gum were found, the toilets and luggage racks are clean.
Service
There are no complaints here, everything was clear, no complaints about the flight attendants. The staff worked very competently, as for example in the situation with the cake. I used to think that reviews about the transportation of cakes were all a banal coincidence, but here is my first flight of Pobeda and passengers with a cake are flying in the block of seats next to me. That is, they paid 999 rubles or more for transporting the cake in the cabin. But, they sit on the emergency row and cannot put it under their feet, and on the shelf the cake may get wrinkled. In the end, the staff found a solution and placed the cake somewhere in the front of the salon.
By the way, about emergency rows - five out of six seats were occupied in row 15, but row 16 was completely empty. And many passengers wanted to transfer there, but it didn’t work out for them. The vigilant flight attendant stopped any attempts to transfer to the 16th row. Oh, how they drove these passengers from the 16th row - after landing, after gaining altitude and even before landing - I don’t remember this in the history of domestic passenger aviation, even at Transaero.
“Victory” also has audio spam in the form of an address from the general director in two languages and mandatory questions for those sitting at the emergency exit - do you understand the requirements/instructions and are you ready to sit in this place after such a burden of responsibility.
Nutrition
As you all know, “Victory” does not feed. But you can get hold of a free glass of water, which I gladly did. The flight was short, but I did not see any of the passengers eating anything purchased in advance.

Departure and arrival
Despite the grandiose art preparation with the landing, we were not able to take off on time - well, Pobeda will not be able to play Ryanair with the plane turning around in 25 minutes at a regional Russian airport, if only because of the anti-icing treatment of the plane. And so it happened - while everyone was being seated, while the doors were closed, while they were waiting for the shower to pour in - an extra 20 minutes had passed since the scheduled departure.
But we must give the pilots their due - we flew like crazy. I realized this only when I later looked at the flight track on fr24.com - we landed at Vnukovo five minutes later than the time stated on the schedule, an excellent result, a little more than 90 minutes from takeoff to landing.

Bottom line
Dual feelings. The downsides are the marinating of passengers when boarding on departure from Kaliningrad, the stupidest bans on hand luggage, forcing you to come up with ways to carry a backpack on the Pobeda flight for free. The positives are that the flight was on schedule and the crew did an excellent job, to whom I say thank you. But it is impossible to make a final opinion about Pobeda after one flight - you will have to fly a couple more times, this time for 202 rubles.
She canceled the carriage of free baggage, taking advantage of the change in air transportation legislation adopted by the Ministry of Transport for baggage-free fares with non-refundable air tickets. From 30 September In 2017, it will be possible to use this service on a paid basis - 499 rubles for one piece of checked baggage weighing up to 10 kg.
