Travel documents for tourists TEZ TOUR (Russia). Tourist voucher to Russia for foreigners Voucher what must be filled out
When will the documents for the tour be ready and what does it include?
You bought a tour from a travel agency and have already paid for it in full.
Finally, the date of your long-awaited vacation is approaching, and you are waiting for a call from the tourism manager about the readiness of the documents.
When will the documents for the tour be ready?
When it will be possible to receive documents for the tour depends on several factors:
- From the tour operator.
Each tour operator sets its own time frame for issuing documents, for example, a well-known tour operator Pegas Touristik allows the agency to print documents for you approximately 2-4 days before the planned departure. No less popular Coral Travel and tour operator Sunmar , in turn, issue documents for the tour already 1.5-2 weeks before departure (sometimes earlier).
- From the airline.
Each airline begins issuing air tickets at different times before departure. That is, after confirming your tour, theoretically, the tour operator is already ready to issue some of the documents (voucher and medical insurance), however, he waits until the airline opens the opportunity for him to print tickets. That is why, in some cases, documents are issued close to departure.
- Charter or regular flight.
This again affects the date of issue of air tickets for the tour. When booking a tour with a scheduled flight, tickets can usually be printed immediately after payment. Purchasing a tour with a charter flight usually involves receiving documents for the tour a few days before departure.
- Has the application been paid?
Let’s imagine that all the stars have aligned and the tour operator from whom your trip is booked opens the issuance of documents in advance. Then the issuance of documents will be possible immediately after the agency pays for the application. It is also important to remember when purchasing “last minute tours” - even if your flight is tomorrow, the agency will be able to print your documents only after it has paid for your booking to the tour operator.
What is included in the package of documents for the tour:
1) International passport or Russian passport .
If you purchased a tour abroad, then upon departure, both adults and children must have a foreign passport. In this case, it is not necessary to take your Russian passport with you, because A foreign passport is your full-fledged official document. A Russian passport is a national document that carries some weight only within the borders of our homeland.
If you are planning a vacation at resorts in Russia or neighboring countries, then you will need to have Russian passports with you for all citizens over 14 years of age. For children under 14 years of age, you must have your child's birth certificate with you.
2) Child's birth certificate.
It is extremely important to remember that when traveling abroad with a child, you need to have a birth certificate with you (for all children under 18 years of age), as proof that you are taking your child out of Russia. They ask for this document when going through customs control.
3) Visa – A pre-issued visa will be required to enter visa countries. The procedure and deadlines for obtaining a visa can be found at the visa centers in your city. If you purchase a tour package “from” and “to” prepared by a tour operator, then the tourism manager will inform you in detail about the deadlines and requirements for visa documents.
4) Consent for the child to travel abroad. This document is important, but its execution is not always required. So, in what cases is it required to issue it?
4.1 To travel abroadwith both parents consent for the departure of children is not required.
4.2 If the child travels abroadwith one of the parents, then consent for the child’s departure is not required. The only exception is the situation when the second parent previously received a ban on the child’s departure.
4.3 When a child travels abroad without parents, accompanied by a third party, a consent to this third party.
4.4 There is also the practice of designingconsent to “self-departure” when a child flies abroad alone, unaccompanied.
IMPORTANT POINT: Consent for the child’s departure is requested if the child goes on vacation with one parent or without parents to obtain a Schengen visa.
5) Voucher – This is a document that contains all the basic information about your tour.
What does the voucher look like?
As we can see, information about tourists appears here, the dates of their check-in and check-out from the hotel, type of room, type of food, and the name of the host party is also indicated here ( Incoming partners ) tour operator and her contact details.
What to do with vouchers?
As a rule, one voucher is issued for everyone (per room). It is issued in one or three copies. In its most extensive version, this document consists of several parts: a tourist voucher, a hotel voucher and a transfer voucher.
The transfer voucher will be collected while you are being driven from the airport to your hotel. You give a voucher for hotel accommodation upon check-in. The tourist voucher remains in your possession until the end of the trip as proof that you are in the country for tourism purposes.
6) Electronic tickets or Itinerary receipt of electronic ticket.
For several years now, all plane tickets have looked like a printout of detailed information about your flight on a regular white A4 sheet. Such air tickets can be printed for you by either the travel agency or you yourself on any available printer, having only the file with the electronic ticket.
A regular e-ticket looks like this:
At the top is the name of the airline. Below is the passenger's first and last name. Even lower - the date of departure, flight number, city and time of departure (air tickets always indicate local time!!), city of arrival, time of arrival (not always), flight class, as well as the permissible free baggage allowance. Below this line, additional information may be placed on the permissible weight of hand luggage and how long check-in for the flight begins and ends.
Electronic tickets must be taken on a trip in one copy for each person. No one will take the air tickets from you; they may only be asked to present them when going through passport control before checking in for the flight.
To check in for a flight, you only need to present your foreign passports at the check-in counter.
7) Medical insurance or Medical policy– a mandatory document as part of the tour package. A medical policy can be issued either for all people going on a trip or for each tourist individually.
Below I post an example of honey. insurance purchased as part of the tour:
In the upper left corner we see the name of the insurance company. Below and to the right is the reservation number, which may be asked if insurance is activated. When receiving documents for the tour, I recommend checking the correctness of the data of each of the tourists, because if at least one mistake is made, the insurance will not be valid.
Medical insurance from tour operators comes with and without payment of an unconditional franchise. If it is provided by the travel operator’s insurance company for this destination, then you can also find its cost on the first page of the insurance policy at the top. In the event of an insured event, the first thing you need to do is activate your honey. insurance by calling the 24-hour service center number indicated on it.
Don't want to pay for a franchise? Do you want you or your child to be insured? for the maximum possible amount? Want to insure luggage from loss or so that the insurance also covers cases that occur while intoxicated? Take out an additional medical policy (cost from 300-600 rubles).
I recommend taking out medical insurance without a deductible for activation, insurance against flight delays, insurance against loss of departure, against loss of luggage and for engaging in active recreation on any of the services , or, having previously compared prices, because sometimes somewhere prices are loaded 1.5-2 times more profitable;
8) Travel cancellation insurance policy – issued as a set along with other documents if it was prepared in advance. Its effect extends to a specific number of cases and reasons as a result of which a tourist will not be able to go on the tour he purchased. In fact, the availability of travel cancellation insurance matters until the day of travel. After that, the need to have it in your hands simply disappears.
9) Travel package(not a mandatory document at present!!).
A travel agency is obliged to issue a voucher only if it operates without a cash register, reporting to regulatory authorities using SSR (strict reporting forms). It is the voucher, in this case, that will be the BSO.
If, when you purchase a tour, a travel agency issues a cash receipt, then the voucher is not a mandatory document for issue.
To enter Russia for tourism purposes, a foreign citizen must present at the Russian Consulate abroad a document on the basis of which a tourist visa is issued. Is it necessary to indicate the hotel in the Voucher?
The hotel must be indicated in the Voucher. A Tourist Voucher without specifying a hotel is not valid and is not a basis for issuing a visa.
Another thing is that no one can force a person to live in this hotel, especially if plans have changed, or they simply didn’t like it.
The foreigner is coming to visit and will live in an apartment or house. How can we order a travel voucher for him?
You and your foreigner need to decide what is more important to you - be sure to inform the consulate that the foreigner will be staying as a guest, or get a visa quickly. If a foreigner definitely wants to indicate that he will live in an apartment or house with friends, then he needs to obtain a private guest visa, and you, first, issue him a private guest invitation at your Federal Migration Service at the place of residence. Or see the previous answer.
Is it possible to make a voucher for 30 days?
Can. But at the same time, you must understand that the Russian consulate will most likely ask you for confirmation of payment for the hotel for such a long period. Not booking, but payment. In addition, you must confirm to us that you understand this and will not have any complaints against us.
How many days is the Voucher valid for?
Theoretically, the Voucher can be issued for a period of no more than 30 days. But it should be taken into account that at consulates with such a voucher period they usually ask to confirm payment ( no reservation) hotel for the entire period - i.e. for 30 days.
Therefore, we do not recommend indicating periods longer than 2 weeks in the Voucher. This is a completely standard period for a tourist trip, and for such a period only a voucher is enough to obtain a visa.
Do I need to include a hotel reservation?
For a period of no more than 2 weeks, consulates usually do not ask for documents other than the Voucher. We do not need your reservation to issue a Voucher. And for the consulate, if in doubt, make a preliminary reservation with the possibility of cancellation without loss.

It all depends on the citizenship of the foreigner. For most countries in Europe, the USA, Canada, Japan, Australia, New Zealand, South Korea, a copy of the Voucher by email is sufficient to obtain a visa to Russia.

Does the Voucher mean that you have booked me the hotel indicated in the Voucher?
We book hotels only if you order such a service from us. If you do not make a hotel reservation, then we will not book the hotel for you.
Is it possible to issue a Voucher only for a child? Parents do not need to obtain a visa - they already have one or are not required.
If you are going to Russia with a child, and only he needs a visa, but you do not need one or already have one, then a Voucher issued only for the child raises many questions and mistrust at the Consulate. The fact is that the Voucher, as it were, “confirms” the purchase of a tour to Russia. And if you are applying for a tourist visa for a child, then you must explain which adult the child is traveling with on the tour. And also attach proof of purchase of the tour for this adult. In addition, an explanation must be provided as to why a visa is not requested for an adult.
Conclusion: A voucher issued only for a child may result in a visa refusal. You will not explain to the consulate that he is actually going to visit relatives, and not even for tourism, and the Voucher is just that - to obtain a visa and nothing more.
What size should the voucher be?
A Tourist Voucher to Russia can be issued on 2 A4 sheets - Confirmation and the Voucher itself, or on one A4 sheet, on which the Confirmation (in one half of the sheet) and the Voucher itself (in the other half of the sheet) are placed.
What is Confirmation?
Confirmation is one of 2 parts of the Voucher. The confirmation can be printed on half an A4 sheet or a full A4 sheet.
Can I get a double voucher?
A two-time Voucher is issued for visiting during one tourist trip Russia and one of the neighboring CIS countries , and return home through Russia. Such a route must be documented at the consulate - by air or train. tickets along the entire route and hotel reservations not only in Russia, but also in another country on the route, as well as, if necessary, a visa to this country.

- No. 215-FZ “On amendments to Article 18.9 of the Code of the Russian Federation on Administrative Offenses” (hereinafter referred to as Federal Law No. 215).
The changes apply to companies and officials acting as an inviting party, all foreign citizens invited to the Russian Federation, entering both on a business and work visa, including highly qualified specialists and members of their families, and other categories of foreign citizens.
The changes come into force next year, from January 16, 2019
Key changes
Currently, the legislation does not oblige the inviting party (in particular, the employer) to monitor the actual compliance by foreign citizens and stateless persons with the regime of stay (residence) in the Russian Federation, namely, compliance with the stated purpose of entry and period of stay in Russia.
From January 16, 2019, the inviting party will be required to take measures to ensure that the invited foreign citizen complies with the rules of stay (residence) in the Russian Federation in terms of compliance with the stated purpose of entry into the Russian Federation with the actual activity or occupation being carried out, as well as to ensure the timely departure of the invited person a foreign citizen outside the Russian Federation after a certain period of his stay in the country.
The list of such measures and the procedure for their application will be enshrined in the corresponding resolution of the Government of the Russian Federation, the draft of which has already been developed by the Russian Ministry of Internal Affairs.
For violation of this obligation, separate administrative liability is provided. Corresponding amendments have been made to Part 2 of Art. 18.9 Code of Administrative Offenses of the Russian Federation. In case of failure to take measures to ensure that foreign workers (a) comply with the stated purpose of entry into the Russian Federation, (b) timely departure from the Russian Federation after a certain period of stay, the inviting party faces a fine:
- for officials - from 45,000 to 50,000 rubles;
- for legal entities - from 400,000 to 500,000 rubles.
These fines can be applied to every foreign citizen.

Every year thousands of tourists plan their holidays at foreign resorts. To visit them, you will need to choose a tour operator, as well as complete the relevant documents. Almost all foreign countries have visa regimes. Applying for a visa on your own can sometimes be quite difficult. A travel voucher helps with this. Let's look at everything in more detail.
What is a travel voucher
This is a document that confirms the booking of a tour or partial/full purchase of a tour, hotel accommodation, meals and other services. It represents an agreement between the travel agency and the client. It is worth considering that the party that issued the voucher assumes responsibility for the temporary residence of a foreign citizen in the territory of another state.
Types of travel voucher:
- On official letterhead. This document is issued and signed by the travel agency. It is issued if the traveler intends to visit a state with a visa regime. When applying for an exit visa, you will need to provide this particular voucher. It must bear the seal of the travel agency;
- Free form. There is no need to worry that such a document has no legal force. The fact is that travel agents have the right to develop the form of the voucher. After filling out such a document, it is sent by email to the client. He, in turn, can print it out and provide it for a visa upon arrival. Such vouchers are usually issued to tourists who plan to visit countries with a visa-free regime. They are confirmation of the purchase of the tour, as well as the obligations of the travel agent.
The tourist voucher is issued in several copies. The first one is picked up by the transfer guide after meeting the traveler at the airport or train station. It confirms that the tourist has arrived on the territory of the state, and the receiving party has undertaken the obligation to ensure the fulfillment of contractual services.
The second copy remains in the hotel where the tourist lives. He confirms the fact of his settlement. The third remains directly with the traveler. It must be provided during sightseeing tours or when moving outside the hotel premises.
What does a tourist voucher look like?
As mentioned above, the document does not have a clearly established form. This can be either one or several A4 sheets. On their front side there is a travel agency logo. But this may not be the case. The most important thing is for the tourist to check the accuracy of the personal information entered in the voucher. Otherwise, he risks being left without rest or spending the night not in a hotel, but in a hostel at his own expense.
The document states:
- Full name, date of birth, gender, number of travelers;
- number and series of passport, birth certificate (for a child), date of issue of documents, their validity period, citizenship;
- travel information - purpose of travel (vacation or other purposes);
- code and name of the tour;
- route indicating countries and cities.
The voucher must also contain information about the name of the hotel where the tourist is booking a room. In addition, information about the type of room, date of check-in and check-out, type of food, availability of excursions and other services on the tour.
Tourism Voucher Sample
Important! In addition, an indication of the health insurance policy number that will be valid in the territory of another state.
The voucher contains information about the company that issued it. This is the legal name of the travel company, the number of its accreditation or agreement, which gives it the right to operate in the field of tourism services. They also indicate telephone numbers, legal address (branch address) and other contact information.
For what period is the voucher issued?
As a rule, the document is valid for 15-17 days. In principle, this is the duration of a standard leisure trip. Despite this, the voucher is sometimes issued for 30 days. It is worth considering that its validity period may be more than 30 days. But when applying for a visa to travel abroad, consulate employees may have problems
Questions about the length of stay in their country, so to obtain permission to leave for a period of more than 30 days, it is better to use other methods of obtaining a visa rather than a voucher.
Where to get a travel voucher
This document is issued by companies from which tourists order travel organization services. To register and receive a voucher, you must contact the travel agency office or use the online service. You must first consult with a specialist by phone.
To receive a voucher you will need the following documents:
- foreign passport for citizens over 18 years of age;
- birth certificate for children;
- notarized consent for the child to leave the country of one of the parents (if he is traveling accompanied by the other parent);
- photocopies of the above documents.
You will also need cash in the amount indicated in the voucher. The service costs no more than 1,500 rubles. For urgency you will have to pay extra. The cost depends on the company's pricing policy. In some companies, the procedure for registering and issuing a voucher takes no more than 10-15 minutes. In other cases - up to several days.
What to remember when purchasing a travel voucher
Based on the document, the tourist is issued a visa. She, in turn, is issued for traveling abroad for the purpose of recreation. Even if a tourist travels abroad with other intentions, it is better to indicate tourist purposes in the document. This will eliminate unnecessary questions when applying for a visa and other permits.
The voucher contains information about the hotel where the tourist will stay. Without it, the document is considered invalid. That is, even if a tourist plans to stay with relatives, you still need to book a hotel so that information about this is reflected in the voucher. Then this reservation can be cancelled. Or issue a guest invitation based on a voucher.
A huge number of companies provide visa services without obtaining a travel voucher. They are easy to find on the Internet. You just need to remember that not all of them operate legally. Accordingly, a tourist may fall into the trap of scammers. Therefore, before drawing up a document, you need to make sure that the company’s activities are legal. It must have a registration number in the register of tourism operators.
It is worth considering that in some cases, obtaining a voucher and a visa based on it may require additional investments. This applies to the issuance of documents to citizens from migration-risk countries. Additional confirmation will be required to guarantee their return to their homeland. For example, an open bank account, real estate, etc.
