How to check if traveling abroad is prohibited. How to find out if they will be released abroad - check online. Who vetoes
Checking the debt before traveling abroad is necessary to eliminate problems on the trip. Debts are a reason to refuse to leave, the list of debts that cause refusal is significant. The amount of debt of 30 thousand rubles, or unpaid alimony of 10 thousand - a reason to refuse to leave.
Debts are a common concept, loans are in demand, problems with repayment arise spontaneously. In recent years, the border service has limited the passage of debtors.
For what debts close travel abroad
The list of debts that prevent leaving the country includes alimony, loan debts, taxes, fines, and utility debts. The debt itself upon availability is not a reason for refusal, the reason is a court decision sent to border guards. The validity period of the paper is six months, it is extended at the direction of the executive bodies.
- Unpaid taxes, the amount of debt for which exceeds 30 thousand are considered a reason for a ban on traveling abroad. Postpone travel taxes business, land, real estate. Special government services allow you to quickly check for debts.
- Utility bills are identified by studying receipts, appeals to the housing office. If there is a non-payment for three to four months, if a significant amount is accumulated, disputes with the Housing Office and recalculations, a refusal to leave is possible.
- Credit debts also become an obstacle when leaving, in case of non-payment for 6 months. Litigation with banks leads to the suspension of the right to travel outside the country. Relevant for amounts of debt from 30 thousand rubles or with ongoing proceedings.
- Fines from the traffic police act on a par with administrative fines, from the labor inspectorate, the police - their presence is detected when passing through customs, preventing exit.
- Non-payment of alimony has ceased to be a criminal case, but the debt remains an obstacle to traveling abroad. Problems are created by the amount of debt from 10 thousand. How to check debts before going abroad? The bailiff service will clarify the situation.
- Administrative fines. Detection of non-payment of administrative or customs fines is guaranteed to prevent departure.
What to pay attention to?
The notification may not have arrived.
A person may believe that if there were debts, an alert would come. Not always a warning. A small amount of debt, nuances with the address and coordinates lead to a delay in notification. It is wiser to find out the debt before traveling abroad on your own, not relying on chance, self-checking debts will eliminate the risk of canceling the trip at the last moment.
Pay in advance
It is undesirable to pay debts immediately before the trip; payment must be made in advance. The exclusion of the defendant from the lists of debtors requires at least 2 weeks of time. A document from the bailiff, indicating the lifting of the ban, will not help, you will not be able to pay at the border. It is necessary to coordinate actions in advance, pay off debts, clarify the terms for payment. Copies of payment documents are provided to the bailiff.
Ways to check debts before leaving
Learn about existing debts realistically. It is wiser to use modern services in advance, in order to avoid problems at the border and sudden troubles during the trip. It is most convenient to check debts before going abroad and pay them off in one of 4 ways.
Bank visit
Not knowing where to look for debts before going abroad, when dealing with loans, contact the bank you work with. You need to take your passport and documents on the loan with you. A request by phone usually does not give results; in order to obtain such confidential information, it is necessary to provide an identity document. You can also view debts through the online account in the Internet Bank.
Website of the Federal Tax Service of Russia
Checking debts before going abroad is possible through the website of the Federal Tax Service. By entering the section for individuals, having registered on the site, you can find the necessary information.
Bailiffs Service
The bailiff service also provides information about debts through an online service, by accessing the FSSP website, it is possible to submit an appropriate request and immediately receive an answer to it.
Portal "Gosuslugi"
The single portal of public services also allows you to check and pay off any debts that may create problems before going abroad. It is enough to log in to your personal account and go to the appropriate section, where you can select different categories of debts and check each of them.
Options for removing the ban
It is planned that in a few years it will be possible to pay off the debt right at the border, but today this is impossible.
Of course, the only way to solve the problem is by paying off the debt. If you are preparing for a trip and know about the debt, it is advisable to pay it 2-3 weeks before the expected date of departure, if possible - even earlier. Removing the ban is not an immediate solution, bureaucratic processes do not allow the task to be completed instantly. Any debts should be paid while planning the trip.
If the ban has already been issued, it will be valid for 6 months. If the debt is not repaid, the ban is extended by the bailiff. Between the release of new regulations, 1-2 weeks pass, some people manage to leave during this period.
Also, the ban can be appealed if it is illegal or there is an error, for example, in the absence of a decision from the bailiff. In rare situations, the problem is considered individually - when they go abroad for treatment, to children, and so on. In other cases, only paying off the debt helps.
If you are going abroad, it will not be superfluous to find out in advance whether you have the right to do so. Citizens of the Russian Federation and foreigners are included in the lists of people not allowed to travel abroad for several reasons. One of them - unpaid debts- can affect everyone.
Overseas in debt
For debts of any size, it is impossible to put a person in prison;
There are not so many instruments of influence on the average citizen in this regard. One of the most effective is the deprivation of the right to travel abroad.
How is the limit set?
The fifth paragraph of the fifteenth article of Law No. 114-FZ establishes that the right of a person to go abroad of the Russian Federation bailiffs have the right temporarily restrict until he fulfills the financial obligations assigned to him or agrees with the creditor. The same is said in Art. 67 of Law No. 229-FZ. The bailiff service is obliged to send a person a notice of travel restrictions, which explains why and for how long the restrictions apply.
It should be noted that the presence of a debt, an unpaid loan in itself is not a reason to restrict travel. For a restraining order, existence of enforcement proceedings for debt collection.
The very bank you owe can't restrict travel. To do this, the creditor must sue you, transfer the writ of execution to the SSP, and then require the bailiff to take such a measure.
Amounts of debt for non-departure
The amount of the debt for the adoption of a bailiff's decision to ban travel in one or more enforcement proceedings together must be at least 10,000 rubles.
Exceptions for admission abroad
Prohibition is a right, but not an obligation, of a bailiff. Whether it is worth applying such a measure to you, he decides on his own.
Since the bailiffs are very busy people, and the execution of the ban requires time and effort, they usually accept it only at the request of the exactor.
- Having a debt, even a big one, does not guarantee that you are blacklisted by the border guards;
- If it is very necessary and refusal does not threaten with large losses, try to drive, perhaps the bailiff did not reach your hands;
- If very good reasons(death, serious illness of a relative), the management of the SSP department has the right to meet halfway and lift the travel ban;
- It should be remembered that revoke the ruling the bailiff has the right and without any reason. So it is always possible to include the human factor;
- Bailiffs have the right to restrict departure for no more than six months with one decision. When its validity expires, the bailiff writes a new one. But usually this is not done on the day, but after a couple of weeks. Is quite real slip through into this window. In any case, you will be allowed back to your homeland without any consequences;
- The most common way to bypass the ban is − leave through Belarus. The border between the Russian Federation is not guarded in any way, there are no posts there. Having left for a brotherly country, you have the right to go further wherever you wish. The border guards of the two countries do not have a common database on travel restrictions, and so far there are no legal grounds for its creation. If you are not on the international wanted list, everything will work out. And they don’t start an Interpol search for debts;
- If on hand , it 's easy to take a train ticket to and get off at ;
- When the purpose of the trip is the countries of Asia, choose the next one to another region of the Russian Federation through Kazakhstan. Get off at Petropavlovsk.
Departure from Russia foreign citizens regulated by N389-FZ, Art. 28. If a foreigner owes money in Russia, his departure is also entitled to be restricted.

Non-departure.rf - how to check debts before traveling abroad, is there a ban on departure or not
In anticipation of a vacation, a person tends to think only about pleasant things. Especially if you have a long-awaited trip abroad. After checking the list of necessary things and documents for the hundredth time, you are preparing to board the plane. And suddenly, right at the airport, you find out that customs officers forbid you to leave the Russian Federation.
Why are they not released abroad?
The situation when the departure from the country is closed to the Russians is quite common. Russia has categoriescitizens who, according to existing legislation, cannot leave the Russian Federation:
- military personnel;
- FSB officers;
- persons having access to information of national importance;
- convicted and accused under investigation.
If you do not belong to any of the listed categories, non-release abroad is the result of a banal reason: hefty debt.
Preparing for the trip, you forgot about the most important thing: check debts before flying abroad. And now it is useless to run around in search of an ATM or use the Internet to pay off unpaid loans or mortgages on the spot. You are already blacklisted. Border guards are not interested in receipts of payment, they are guided by the register of debtors. The travel restriction will be lifted in 2-3 weeks when the database is updated. Information about the repayment of the debt must first reach the bailiffs. Those, in turn, transmit updated data to the border point.
Therefore, in order to avoid an unpleasant situation, you should know reasons why they are not allowed to go abroad:
- multi-month debts on housing and communal services;
- overdue loan;
- unpaid traffic police fines;
- evasion of payment of alimony;
- problems with litigation.

But even a law-abiding citizen is not immune from such a situation. You may not be released because of a loan if the borrower owes the bank and you are the guarantor. It happens that a person is officially registered in the living space of relatives, but lives in another place. If the owners are listed as malicious defaulters, he is obliged to pay off his debts on an equal basis with the owners. When the amount of debt reaches a critical level, a resident of a “bad apartment” will not be able to fly abroad, and his foreign vacation will end at the airport.
What the law says
It is important to know under what conditions their countries may not let you out. In 2018 there were changes in the legislation:
- Critical debt threshold raised from 10,000 to 30,000 rubles.
- A court order to collect the debt is required.
The new conditions mean that the migration service has no right to restrict the freedom of movement of debtors if the bailiff has not sent information about enforcement proceedings. The procedure for civil servants is as follows:
- You have debts for alimony, utility bills, taxes, fines, etc.
- Representatives of an organization or a bank have grounds for taking the case to court.
- The court makes a decision on the recovery of the debt and transfers it to the bailiffs.
- If the total amount of the debt is more than 30,000 rubles, the bailiff has the right to limit the departure of the debtor. He draws up documents for a ban on leaving the country and sends them to the border checkpoint of the FSB.
- Your name appears on the list of debtors, you are checked upon departure, you are not allowed to leave the country.
The new rules have made life easier for debtors. In the event that the amount of the ban is lower than the accumulated debts, no claims will arise against you.
You can fly abroad even with unpaid taxes and even if you have a loan, provided that no one has yet sued you.
It’s another matter if the court has issued a ruling, but you don’t know about it yet, or refuse to pay for personal reasons. In both cases, an unpleasant surprise awaits the offender at the airport. How to check and, if possible, cancel the ban?
The decision to restrict departure is made by the bailiff. But, even having a court decision in hand, he does not always open a case on proceedings.

Do you need insurance?
Travel insurance has become a mandatory attribute of foreign travel. And if health insurance when buying air tickets is mandatory, overseas travel insurance made voluntarily. Whether such a security measure is necessary, each passenger decides for himself. Nobody wants to overpay, but many passengers simply do not know what this procedure personally gives them, what are its functions, and therefore whether it is worth spending extra money.
So, what does travel cancellation insurance cover, and how much does the service cost? Each company sets its own prices. Usually it is 6-10% of the ticket price or 1-5% of the tour price.
For example, Aeroflot offers to buy a ticket in one package with insurance from Alfastrakhovanie. In return, the passenger receives a monetary compensation in case of non-departure due to illness, death of a relative, refusal to obtain a visa, subpoena.
But if the reason for non-departure is debts, the funds spent cannot be returned. Your money will be burned, since the debt discovered upon departure does not apply to insured events.

Departure through a neighboring state
Enterprising travelers, even aware of their debts, do not lose hope of spending their holidays abroad. To do this, they make a complex route, choosing as a point of departure places where there are no border controls.
Until recently Belarus was such a place. But since 2018, an agreement has been signed between the Russian Federation and the Republic of Belarus prohibiting leaving with a debt of more than 30 thousand. To date loophole opened through Kazakhstan, but there is no guarantee that it will not be covered in the near future.
Holders of a Schengen visa can travel from Russia through Kaliningrad to Vilnius, and from there to any country in Europe. It's hardly worth the risk. In order not to overshadow the long-awaited vacation, take a look at the Nevylet.RF website, pay your debts, if any, and fly towards new experiences.
How to find out if traveling abroad is allowed
Hello dear friends. Friend Ivan has been dreaming of going on vacation abroad for five years.
My wife and I have already planned everything, it remains only to buy tickets.
And then he remembered that not so long ago he had problems with banks on the basis of a loan and they threatened to ban him from leaving the country.
He asked me how to find out if traveling abroad is allowed. I told him everything, and after a couple of days he was already boasting about the purchased vouchers.
I will share with you, dear readers, a simple way to solve similar issues.
First of all, I would like to reassure you. There are few chances that you will not be released at the border for debts, and you will not know anything about it until the moment of departure.
Despite the fact that the citizens of Russia are constantly frightened by this restriction, and also contrary to the well-established "popular" opinion that you will suddenly be found on the "black list" at the border for an unpaid hundred-ruble fine, in fact, everything is not so scary. However, there are a few things every traveler should know about this issue:
The legislation provides for a rather complicated procedure for a ban on leaving Russia, leaving this measure as a last resort. And not to know that you have been banned from leaving, and to be dumbfounded about it at the border, if you are at least a more or less respectable citizen, is very unlikely.
For what and how can a ban on traveling abroad be imposed
The travel restriction is not set simply for the mere existence of an unpaid fine or other debts. A ban can only be imposed on you for failure to comply with obligations imposed by the court.
Here, the key expression is “imposed by the court”, which means that first a court must be held, to which you must be invited, and as a result of the meeting of which you will be obliged to pay off your debts. Then the federal bailiff service (FSSP) takes over the case, which uses travel restrictions as a last resort if it is not possible to collect debts in other ways.
All this is regulated by Article 15 of the Federal Law of August 15, 1996 N114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation”, and does not provide for any discrepancies.
Warning!
However, there is still a certain chance of being included in the list of “not allowed to travel abroad” and not knowing about it. This can happen in the case of a court decision in absentia (when the court session is held without your participation), which has recently become not so rare.
For example, if you are registered in one place, but live in another, maybe even in another city, and the court will not be able to get to you in any way to notify you of the upcoming meeting. Then the court can take place without your participation, and the bailiffs, who also cannot find you, will have no choice but to restrict your departure.
Of course, this action will only be taken if you are a persistent defaulter and defaulter, which means that you must be notified of the debts and refuse to pay them.

Prohibition to travel abroad - how to check if restrictions apply to you?
Everyone wants to visit as many beautiful and exotic places as possible, which you will not find in Russia. When all the fees and chores are behind, it's time to think about whether you can freely travel to another country. Of course, such a ban does not apply to everyone.
Federal Law No. 114-FZ provides for a number of closed rules that prevent crossing the border of the Russian Federation.
- Who is affected by the travel ban?
- Restriction of travel abroad for debtors
- Restrictions on travel abroad for civil servants
- Where can I check travel restrictions?
- Additional restrictions on traveling abroad
Who is affected by the travel ban?
Cases that temporarily restrict the right of a citizen of the Russian Federation to leave the country:
- the citizen is convicted of a crime of any kind;
- is a conscript or performs military or any other civil service;
- the citizen is an employee of the FSB;
- a person is accused or under suspicion of committing a crime;
- the traveler has knowingly submitted false information to process the documents required for departure;
- a citizen of the Russian Federation has access to state secrets;
- avoids obligations imposed by the court.
Certain features that should be taken into account in specific cases of each of the grounds for a ban on leaving the country:
A citizen's criminal record may be a condition that prevents him from leaving the Russian Federation in the event that a judgment of conviction has been issued that has entered into legal force. The ban is lifted at the moment the criminal record expires (such terms are provided for by Article 86 of the Criminal Code of the Russian Federation). Exceptions are these cases:
- the citizen is pardoned or amnestied;
- exclusion from the Criminal Code of the Russian Federation of this corpus delicti;
- the criminal case was dismissed and the court verdict was cancelled;
- expiration of the statute of limitations for the sentence (the ruling was not used due to circumstances that do not depend on the convicted person).
If you are drafted into the army or are doing other civil service, then you are deprived of the right to travel abroad for the duration of your service. Exceptions affect contract soldiers who have in their hands the commander’s permission to freely travel outside the Russian Federation or citizens who have been issued a deferment or exemption from conscription.
Attention!
According to the concluded contract, FSB officers are prohibited from leaving the country. If necessary, you can submit a report on the temporary lifting of the restriction 3 months before the date of departure. If a positive decision is made on your request, it is given to you against receipt.
A citizen suspected of committing a crime is banned from traveling abroad. The restriction is valid until:
- the criminal case will be closed and all charges will be dropped from the detainee;
- the penalty will be lifted;
- the acquittal will take effect;
- the accused will be released without a measure of restraint.
If false information is provided by a person submitting documents for leaving the country, the limitation period is 1 month. The basis for the prohibition is the proven fact of filing knowingly false testimony.
A citizen who has access to state secrets should find out whether he has documented access or not, and also what secrecy stamp the documents to which he is admitted have. There are 3 levels of secrecy: secret, top secret and documents of special importance.
Access to documents with a "secret" degree cannot serve as the only reason for preventing travel outside the country. In other cases, 5 or more years, depending on the degree of secrecy, must elapse after the cessation of work with classified documents in order to remove the restriction on exit.
Foreign passport of a citizen of the Russian Federation
According to the statistics of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia, this group of restrictions has the largest percentage. The following circumstances that prevent debtors from leaving the country act in combination:
- The debt exceeds the amount of 10,000 rubles;
- A civil person has been presented with a writ of execution or an enforcement proceeding has been initiated against him;
- The executive document is overdue for 3 years after the court decision;
At the same time, copies of the resolution must be sent to both the debtor and the Main Directorate for Migration of the Ministry of Internal Affairs of Russia. Upon repayment of all debt and termination of enforcement proceedings, the ban on leaving is lifted. If a certain agreement is reached between the citizen and the FSSP, the restriction can also be lifted.
Restrictions on travel abroad for civil servants:
Each specific case of restrictions has its own set of features. It is necessary to take into account the position and place of work of a citizen. Both persons serving in places of a "closed" type, and citizens who have access to state secrets, are subject to restrictions on leaving the country.
The travel ban is established for a period stipulated by an employment contract or a regulatory legal act, which can be extended up to 10 years by the Interdepartmental Commission. It all depends on the degree of secrecy of the documents to which you have access.
Passport control at the Russian border
For judges, the law does not provide for restrictions on leaving the country. But they, like citizens with access to state secrets, may be affected by travel restrictions for other reasons.
Where can I check travel restrictions?
To date, the following Internet resources are available to learn about restrictions on leaving the country:
- A single portal of public services - for full-fledged work with the site, you will need to register. In your personal account you can check the presence of unpaid fines and debts;
- On the official website of the tax office, you can check your tax debts before the trip;
- The website of the bailiff service provides information on enforcement proceedings about all citizens who have debts. The common database also contains data on all divisions of the bailiffs, where you can consult or pay off the debt.
How to check fines on the website of the bailiff service
Under circumstances of any kind, the authorities of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs of Russia will issue a notice containing:
- period of validity of the restriction;
- the number of the decision to ban the exit and the date;
- Name and address of the organization prohibiting travel.
Organizations that monitor compliance with the order when leaving the Russian Federation: FSSP, FSIN, Ministry of Internal Affairs, employer. They notify the divisions of the Main Department of Internal Affairs of the Ministry of Internal Affairs of Russia about the circumstances that have arisen that prevent you from traveling abroad, after you have completed the documents.
In case of disagreement with the decision to ban exit from the country, citizens can file a complaint with the court or the Main Department of Internal Affairs of the Ministry of Internal Affairs of Russia.
Additional restrictions on travel abroad since 2014
A regulation signed in May 2014 bans prosecutors from entering 173 countries. The existence of an agreement between the United States and 173 countries on the extradition of citizens of other countries serves as an argument for the inclusion of these states in the banned list. This restriction allows you to maintain the safety of employees of this department.
Similar restrictions previously affected employees of the Federal Drug Control Service (Drug Control), the FSB (Federal Security Service) and the Ministry of Internal Affairs (Ministry of Internal Affairs). The introduction of "sanctions" by some countries against the Russian Federation served as a ban on the entry of security forces into the territory of these states.
How to check fines and debts on the public services portal
The State Duma of the Russian Federation introduced a bill concerning persons with debts. According to it, bailiffs are required to send registered letters to citizens, with the amount of the debt and a notice that in case of default on the debt, they will be denied the right to travel outside the country. Checking tax debts on the site nalog.ru
Another innovation concerns the ban on the departure of a child from the country by one of the parents or guardian. When submitting an application to the Main Department of Internal Affairs of the Ministry of Internal Affairs of Russia about preventing the child from leaving the country, the other parent will not be notified of this. Only through a court of law will it be possible to achieve the removal of this ban.
Advice!
An interesting fact: the legislation does not provide a list of grounds for lifting the ban, and the decision will be made by the court. If the child is 10 years old, his opinion is taken into account in this dispute.
If you have restrictions on leaving the country, with all your desire, you will not be allowed to travel abroad. Once again, make sure that you can freely travel outside the Russian Federation. This will help to avoid unnecessary problems at the customs pass or at the airport terminal and save your nerves.
It is especially important if you cross the border by car after driving 1000 kilometers in front of the checkpoint.

How to perform an overseas eligibility check
Many Russians, for certain reasons, are limited in their ability to leave the country. At the same time, a fairly large number of Russian citizens are not even aware of the ban, which becomes an unpleasant surprise when trying to cross the border. Therefore, a preliminary check of going abroad in any case will not be superfluous.
Travel ban by law
A ban on traveling abroad is imposed in some cases expressly provided for by law:
- If an employee, in the performance of his duties, encounters information that is classified as a state secret. A person is warned about such restrictions when hiring, and after dismissal they are valid for another five years.
- In relation to a person called up for military service until its completion.
- In relation to a person suspected of committing a crime, until the court passes a sentence.
- If a person is convicted of a crime, then until the execution of the court sentence, he cannot travel abroad.
- When an error is made in the preparation of travel documents.
- If there is a court decision containing a ban on leaving.
You can find a more detailed list of persons who are prohibited from traveling outside the Russian Federation here.
In what cases the court prohibits the exit
A court decision restricting the right of a person to leave the territory of Russia concerns, first of all, debtors. Moreover, it does not matter at all to whom exactly the debt arose - private individuals, enterprises or the state. Also, the grounds that served as the root cause of the debt have no legal significance.
Therefore, before the trip, you need to check whether you have a travel ban, you can use the service of our partners that will help you find out information about the presence of debts on loans, fines, alimony, housing and communal services and other things, as well as assess the likelihood of a ban on traveling abroad.
Departure may be prohibited for utility debts, debts on alimony or a loan agreement, non-payment of a fine, etc. In some cases, a person does not know anything about the existence of a debt, so he does not ask himself the question: will they let me through the border.
Therefore, we recommend using the proven service of our partners to find out information about the presence of debts on loans, fines, alimony, housing and communal services and other things, as well as to assess the likelihood of a ban on flying abroad.
The court prohibits not everyone who has debts from leaving the country, but only persistent non-payers. This category includes persons in respect of whom there is already a court decision to collect a debt.
Moreover, the current legislation gives the defendant the right to voluntarily pay off the existing debt both in the process of considering the case by the court and during enforcement proceedings.
If the defendant does not use his right, the court makes a decision by which he collects the debt. On its basis, a writ of execution is issued, which is then sent to the Bailiffs Service.
When the case is transferred to the bailiff, the debtor already has an obligation to pay off existing debts. But even in this case, the procedure provides that at first it is proposed to pay the debt independently and voluntarily. And only if the debtor does not take advantage of this opportunity, the process of forced collection begins.
If, despite all the measures taken by the bailiff, the person evades the execution of the court decision, then there is every reason to classify him as a malicious debtor.
Warning!
In this case, one of the effective ways to force the fulfillment of debt obligations is to apply to the court with an application to restrict the debtor's right to travel abroad, and satisfy such a claim by the court.
Quite often, if a person does not live at the place of his registration, he is unaware of both his debts and the court decision to enforce them. It also remains unknown to him whether travel abroad is allowed, so this information needs to be found out even before planning a trip.
How to check for a ban
Checking before going abroad information about the presence of a ban is carried out in several ways. The most faithful is rightly considered a personal visit to the Bailiff Service at the place of registration of the person concerned. You must have your passport with you.
To check the possibility of going abroad, you need to make sure that there are no open enforcement proceedings related to the payment of debts. If there are none, then you can safely order a ticket. Otherwise, it is necessary to pay the debt as soon as possible and provide copies of the receipt to the authorized bailiff.
Attention!
In addition, an additional source of how to find out if I am allowed to travel abroad is the police. They can be given a written request for information of interest. But the applicant needs to take into account that the answer will be given within a month.
To check travel abroad online, you can search for information on the official portal of the Bailiff Service or the public services portal. You need to find information about open enforcement proceedings and enter your data in a special form.
If production has already started, then information about it will become available to the user. But a major drawback of these portals is some old age of the information posted on them: it may well happen that the production is already open, and information about it has not yet been entered into the data bank.
In addition, you can check whether you have a travel ban using a high-quality service not to fly, which will help you find out information about the presence of debts on loans, fines, alimony, housing and communal services and other things, as well as assess the likelihood of a ban on traveling abroad.

Am I out? How to check and remove a travel ban
Many people prefer a comfortable stay abroad: the warm sea, the subtropical or tropical sun and the exotic attract with their accessibility. However, not everyone knows that in some cases the right to travel outside of Russia may be limited.
Advice!
There can be many reasons for the prohibition to leave the Motherland - from banal debts on housing and communal payments to access to state secrets. Why border guards may not let you rest, how to lift the ban and get permission to travel abroad - I will talk about it in this article.
According to the current Federal Law “On the procedure for leaving the Russian Federation and entering the Russian Federation”, there is a list of reasons in the presence of which it will be very difficult to leave the borders of Russia. These reasons include:
- Access to information constituting a state secret.
- Service in the armed forces on conscription or alternative service.
- The status of a suspect or accused of a crime, the current criminal punishment.
- The presence of unfulfilled obligations imposed by the court.
- Clarification of the fact that during the execution of documents for departure, a citizen provided deliberately false information.
- Service in the FSB (and now, since 2015, and the Ministry of Internal Affairs!).
This list includes general grounds that may prevent travel abroad. In addition, it must be taken into account that the travel ban is always temporary, no one can be deprived of this right for life. I will talk about the timing of the ban on crossing the border in one case or another.
Are debtors prohibited from leaving?
Above, I have listed cases in which it is impossible to leave Russia - the Border Guard Service will simply refuse to cross the border.
Citizens are aware of most of these grounds - for example, when signing an employment contract or joining the FSB, the employee is informed about the ban on foreign holidays separately, under a personal signature. Similarly, in the case of bringing to criminal responsibility, assigning the status of a suspect or accused.
The situation is more complicated with persons who have debts, the existence of which is confirmed by the court. At risk are citizens in respect of whom there is a court decision on the collection of debts from them (for example, alimony, debts for housing and communal services, etc.).
According to the current legislation on enforcement proceedings, if the debtor does not comply with the court decision without good reason and does not take measures to pay off the debt, the bailiff has the right to issue a ruling on a temporary restriction on leaving the Russian Federation.
This document is sent to the Border Guard Service, and its validity period is 6 months. If, after six months, measures to repay the debt are also not taken, the measure may be extended for the same period.
The law defines the minimum amount of debt, in the presence of which this measure is applied to debtors - 10,000 rubles, but the rules of law stipulate separately that it is possible to prohibit travel both by a court decision and at the request of a recoverer.
Warning!
A debt of 10,000 rubles can also be aggregated, according to several court decisions and in favor of several claimants. The subject of execution can be anything - from a fine imposed by the court to a large loan outstanding on time (see Is it possible not to pay the loan legally?).
Note of a lawyer: if you are refused to cross the border on this basis, no one will return the money spent on tickets and a ticket - all losses fall on the shoulders of the debtor!
How to go abroad with traffic fines?
According to the norms of the legislation on enforcement proceedings, the grounds for applying measures in the form of a ban on leaving Russia are the debtor's failure to pay the debt established by a judicial act, without good reason.
As you know, when a fine is imposed by the traffic police, a decision is issued in the case of an administrative offense - a document that, in essence, is not a judicial act. At the same time, travel abroad may also be restricted for non-payers of fines. This measure applies in the following cases:
- The total amount of unpaid fines is 10 thousand rubles, or 10 or more enforcement proceedings have been initiated against the debtor, the essence of which is the fine of the State traffic inspectorate.
- Since the decision of the traffic police is not a judicial act, a temporary restriction on departure can only be established on the basis of a court decision on the application of such a measure to the debtor. The initiator of the judicial consideration of such an issue can be both the bailiff and the authorized traffic police officer.
It should be noted that the decision of the court on the ban on leaving for the non-payer of fines is also sent to the border control authorities.
Accordingly, the removal of such a restriction may take a longer time - in addition, it will be necessary to go through the procedure for lifting the ban in court.
To avoid being detained at the border due to traffic police fines, check and pay them as soon as possible. In the article “Checking and paying traffic police fines”, we selected the most relevant / quick / convenient options and conducted a small analysis.
Travel ban with children.
Special rules are established by law for minors crossing the border. So, if a child goes abroad with one of the parents, in general, permission from the second parent is not needed. However, the second spouse, in case of disagreement, may prohibit the child from traveling abroad by writing appropriate applications to the FMS or border control authorities.
Again, some countries, upon entry, require the permission of the second parent for the child. Or often it is necessary when applying for a visa, therefore, in order not to be turned away from the plane, get a notarized permission from the parent to travel.
If the spouses are divorced
If the parents are divorced and the child lives with the mother, then when planning a trip outside of Russia, you must obtain permission from the father. Otherwise, the border guards will refuse to leave the child.
Obtaining such permission is very simple - you just need to contact a notary who, in the personal presence of both parents, will issue a document in the prescribed form.
single mothers
The situation is more complicated with single mothers and in the case when the location of the second parent is unknown. Unfortunately, unless the parent in hiding is deprived of parental rights, travel abroad will not be possible.
Departure for employees of the Ministry of Internal Affairs and civil servants
As mentioned above, a number of executive authorities and law enforcement agencies restrict their employees from traveling outside Russia. Typically, such prohibitions are due to the preservation of state security, the rules of law governing the restrictions associated with the performance of civil service.
As a rule, such a ban remains for the entire duration of the service contract, and sometimes for a certain period after dismissal. In a number of structures there is also a list of foreign countries, travel to which is possible upon the report of an employee to the commanding staff.

Debts and going abroad
To avoid unpleasant situations at the border, so that the rest is not disrupted, and the money is not wasted, you need to know the following:
- A restriction on travel abroad may be imposed on a debtor who has failed to fulfill, within the prescribed period, without good reason, the requirements contained in the court decision.
- The restriction may be lifted in the case of execution of court decisions in full.
- On July 23, 2013, the President signed the Federal Law "On Amendments to the Federal Law "On Enforcement Proceedings"
It refers to the removal of restrictions on travel abroad for people whose total amount of fines or taxes and other obligatory payments they have not paid does not exceed 10 thousand rubles. (Previously, the law did not determine the amount of debt leading to a ban on traveling abroad, there were cases of delays at the border of debtors even with debts of about 100 rubles).
Attention!
Raising the debt threshold, after exceeding which it is prohibited to travel abroad, from October 1, 2017. Since October 1, 2017, the debt threshold has been tripled, after exceeding which the bailiff can restrict travel abroad. That is, citizens with unpaid debts in excess of 30 thousand rubles will have to be afraid of not leaving the country.
However, the threshold has not been raised for all debtors. For debtors who have not paid alimony, compensation for harm to health, for property and moral damage, for the death of a breadwinner, the threshold remains the same. In addition, it can be lowered again for those who have not repaid the debt during the grace period of two months.
in detail
Be sure to check in advance before the trip if you have any debts to the bailiffs. It must be remembered that the payment of the debt will take some time, and it is advisable to start doing a debt check at least two weeks, and preferably a month, before the intended trip. Checking if you have debts is now very simple.
There is a service on the website of the Federal Bailiff Service: a bank of enforcement proceedings, which “allows you to find out information about debtors, both individuals and legal entities”, for this you only need to enter the region and first name with a surname: http://www.fssprus.ru /iss/ip/ There you can also pay the debt.
To avoid tax debts, use the service on the website of the Federal Tax Service. At the address https://service.nalog.ru/debt/ At the moment, it is not possible to check debts directly on the website of the Federal Tax Service. The FTS website offers, we quote:
- Get information about the debt using the service of the official website of the Federal Tax Service of Russia "Personal account of the taxpayer for individuals"
- This service, along with information about debts, provides an opportunity to receive up-to-date information about property and vehicles, about the amounts of accrued and paid tax payments, about the presence of overpayments; pay tax accruals, fill out a declaration in the form of 3-NDFL and monitor the status of its desk audit; apply to the tax authorities without a personal visit to the tax office.
Use the "Find out your debt" service by logging in to the Unified Portal of Public Services
Check the availability of information about yourself in the Data Bank of Enforcement Proceedings of the Federal Bailiff Service
The most affordable way proposed is to use the Unified Portal of Public Services.
Advice!
Registration requires only the last name, first name and phone number. A message will be sent to the phone number with a code to verify the number. After the initial registration, go to your personal account. There you will need to fill in the data of the passport, and the number of the pension certificate. After that, the entered data is verified within 5-10 minutes.
And after a successful check, you will be able to find out debts in the tax office and traffic police fines.
In order not to find yourself in an absurd situation when tickets are purchased and the hotel is paid for, and the check-out is closed, you need to check for a ban in advance.
Dear readers! The article talks about typical ways to solve legal issues, but each case is individual. If you want to know how solve exactly your problem- contact a consultant:
APPLICATIONS AND CALLS ARE ACCEPTED 24/7 and 7 days a week.
It's fast and FOR FREE!
Today, this can be done using online services, or when visiting a government organization. You can also get information about the reason for the travel ban directly from the border guards.
When can there be restrictions?
In order to find out if there is a ban on traveling abroad, you need to visit the FSSP branch or the official website of the organization - this is the fastest way.
Such a ban can be imposed for several reasons:
- military service on conscription, or ACS. Until the end of the service, departure is prohibited, but then it is allowed automatically. Persons serving under the contract do not fall under this ban, they only need to obtain permission from the commander;
- when obtaining access to secret state information and state secrets. When accessing data, a person signs a contract that obliges him to be in the country. The ban continues for five years from the date of dismissal, but can be extended up to 10;
- the presence of an accusation or detention on the issue of a criminal offense, or an outstanding conviction by a citizen;
- providing deliberately false information when applying for a visa or other permits. The restriction is valid for one month. The term will be extended if during the investigation it becomes clear that the citizen deliberately falsified certain data;
- work in state organizations - the Ministry of Internal Affairs and the FSB;
- failure to comply with a court order. This is the most common reason for getting a travel ban. Court can be attributed non-payment of fines, alimony, rent, loans, in particular, malicious evasion. The ban will be lifted after the citizen fully repays the debt.
These reasons are common. If they are available, border guards have the right not to let a citizen go abroad. The most important nuance is that restrictive sanctions are almost always temporary.
They can be withdrawn upon fulfillment of certain obligations. In most cases, a citizen can assume in advance that there is a travel ban - for example, if he received letters from the FSSP demanding repayment of the debt.
How to check
The easiest way to check if there is a travel ban is to visit the FSSP branch and submit a request. The bailiff will tell you if there are active, outstanding debts. In some cases, a ban may be issued by the FMS.
You can check in the following ways:
- When visiting a state organization - the bailiff service, the tax office.
- Online, by the name of the citizen.
It is also necessary to find out if a court order has been issued according to which a citizen may be a debtor.
Online
You can check online and find out if there is a ban on traveling abroad through some services that allow you to find out if a citizen has outstanding fines, as well as debts for rent, alimony, and taxes.
Services to check:
- Service of Federal Bailiffs - fssprus ru. The search will be carried out on the current database of enforcement proceedings. Only cases that are not closed are counted. In order to receive information, it is necessary to enter personal data into the system and wait for the result to be displayed. If no information appears on the screen, you can travel abroad.
- Federal Tax Service - nalog ru.
- Citizens can additionally learn information about debts on the State Services portal - gosuslugi ru.
- Removal of the imposed restriction. To do this, you will need to pay the full amount of the debt and get a resolution confirming the transfer of funds. The ban can also be lifted if there are certain circumstances that require a citizen to travel abroad. For a tourist trip, the restriction will not be lifted, but the bailiff may make a concession if a person needs treatment abroad, or an important meeting with business partners is ahead.
- Another option is a detour. You can travel to the desired country through other states with a loyal policy towards the Russians - through Belarus, Kazakhstan, Lithuania. However, this method is not entirely legal, and problems may arise when passing control.
- The total amount of debt does not exceed ten thousand rubles.
- There was false information about the amount of the debt.
- The decision on the ban was not signed by the senior bailiff of the department.
- When closing the debt, the travel ban was not lifted.
- The bailiff did not send the decision to open proceedings on the case to the home postal address.
- After the receipt of funds to the FSS account, the case was not closed. Still, it will not be possible to leave in such a situation, but you can challenge the actions of the bailiffs in court and receive compensation. In this case, it is necessary to use the evidence base - you will need to attach receipts and checks confirming the transfer of payment to the claim.
- A person works in a state organization - the FSB or the Ministry of Internal Affairs, or has received access to state secrets. In this case, it will not be possible to leave for a long time. In certain cases, you can get permission to leave the head of the organization, or you have to wait until the end of the period, which is usually 5 years.
After receiving information about the debt, you need to come to the organization that installed it and request a receipt for payment.
How to remove the ban
Russians for whom a ban has been imposed can travel abroad in only two ways:
So, the best option is to pay off all existing debts before the trip. This will give a person the opportunity to travel without obstacles to any country. The only viable option is to pay off the entire amount of the debt.
It should be noted that the ban will be lifted only after 7-14 days. In the future, it is planned to create a system that will allow you to pay the debt directly at the border, but today this is not possible.
After the decision is made, the ban is imposed for up to six months. If during this period the fine is not paid off, the bailiff has the right to issue a second decision - within two weeks.
During this period of time, you can have time to leave the country, but it is quite difficult to guess the moment.
The ban can be challenged if:
In some cases, you can lift the ban temporarily, but you will have to prove that there are good reasons why you need to urgently leave the country. This reason is confirmed by relevant documents.
The bailiff will make a decision based on the law and personal preferences, after analyzing the debtor's case.
Possible difficulties
Often, a person may not be aware that a travel ban order has been issued against him. When visiting the border zone, it turns out that it is forbidden for a certain citizen to leave the country.
In this case, there are no other options but to pay off the existing debt and apply for departure later.
Also, people who had debts may face the following difficulties:
Since today citizens do not have the opportunity to pay the debt at the border, this should be taken care of in advance. In order to protect yourself, you can make printouts from official websites - State Services, the traffic police, the FSSP, confirming that the citizen does not have any debts.
Despite the fact that it is possible to get into another country on a detour - through Belarus or Lithuania, it is strictly not recommended to act in this way.
If the bailiff finds out about the departure, this action can be regarded as an attempt to escape from responsibility, as a result of which an additional penalty will be imposed and penalties applied.
