The reason for this is not the airline’s desire to save a little money, but safety requirements - there are a pair of emergency exits immediately behind (there is only one, unlike larger airliners, where there are two of them, and there is another row of seats between them). It is impossible to reduce the space for evacuation by a millimeter, and there may simply be no time to wait until the backrest is returned to its original position - in an emergency situation when you need to leave the cabin, every second counts. Therefore, passengers in the ninth row are forced to sit almost vertically and put up with this state of affairs. But if you have a choice, it is better to avoid these places.
Row 10. Seats near the emergency exit. They have increased comfort due to significantly increased legroom relative to others. But, as in the third row, the tables are fixed on the armrests - after all, it is impossible to reach the row in front. Hand luggage is placed exclusively on specially designed, lockable shelves under the ceiling, because cluttering the floor near the emergency exit is strictly prohibited.
In addition, people with disabilities, those with mental illness, children, pregnant women, and some other categories of passengers cannot sit in such seats. This is not discrimination, it’s just that a person must be physically developed in order to push the hatch out in an emergency.
He also needs to understand the crew’s commands (they are usually given in Russian or English) and strictly follow them during the rescue process. Therefore, if crew members doubt such possibilities, they have the right to transfer passengers to other seats - and they will have to obey.

The further path of the airliner
In the time that has passed since the first flight of the A319, its developers have continued to improve the aircraft. To date, there are four modifications of it. Of course, when a plane flies more kilometers on one refueling, that’s good. But it should be remembered that this option carries much less passengers than the models used on passenger airlines. After all, there is constant competition here. It is necessary to transport more people, over longer distances, at lower costs, and therefore cheaper.
Of course, the development of more advanced models continues. However, as always happens, they are kept secret. This is necessary in order to, when everything is ready, offer a new, more advanced model to airlines, thereby squeezing out competitors.
