There are 3 options to get to the nearest resorts from Tivat airport: take an intercity bus (2 euros), order a transfer in advance (from 20 euros) or take a taxi on the spot (the cost depends on the direction).

If you have little luggage and are traveling alone or as a couple, then the best option would be an intercity bus. If you come with children or have a lot of things with you, then it would be wiser to order a transfer in advance or contact local taxi drivers.

Transfer from Tivat airport
The most convenient way to get from the airport to the desired resort in Montenegro is to order an inexpensive transfer in advance. This can be done on the website in advance. No buses depart from Tivat airport, but there is a highway near the terminal where you can catch them. Option two:
- Go out onto the highway (50-100 meters from the airport) and catch passing buses.
- Walk along the road another 100 meters and wait for the bus at the stop (go out onto the road, then turn left - you won’t miss the stop).
- To get to Budva, Podgorica, Kotor, Bar or Ulcinj, wait for the bus at the stop located on the side of the road closer to the airport building.
- To get to Tivat, Herceg Novi or Perast, you need to go to the stop located across the road.
- If you are not sure that the bus that arrives is right for you, then simply ask the driver if it stops at the location you need.
Getting from Tivat airport to the city by bus is not convenient (especially with suitcases or small children), because you have to go to the bus stop and wait for transport in the heat, but this is the cheapest way to get to the desired resort.
The ticket price is 2 euros, buses pass through the stop every 15-30 minutes. The drive is about half an hour - that is, taking into account the wait for the bus, it will take about 40-60 minutes to get to Budva. Buses do not operate at night.

You can also walk to the Tivat bus station, which is located a kilometer from the airport - from there buses depart to most resorts in Montenegro. Ticket price starts from 4 euros.

A little history
The history of Budva began with a cape, which in ancient times was a small island, and later connected with the mainland. According to legend, the city was founded by Cadmus of Phoenicia, the son of King Agenor. Budva belonged to the Romans, then the Byzantines, in the Middle Ages it became part of the Serbian principality of Diocletia, and until the 18th century it was under the rule of the Venetian Republic. In the 19th century, the city came under the rule of Austria-Hungary, then became part of Yugoslavia. During World War II, half of the local residents died. Since 2006, the city has become the resort capital of sovereign Montenegro.

On a small peninsula is the Old Town (Stara Budva), which was surrounded by a fortress wall by the Venetians. It was destroyed by an earthquake in 1979 and has been completely rebuilt. Tourists enter the historical center through the surviving medieval gates. The houses in the Old Town are built in the Mediterranean style, the upper floors are inhabited by citizens, the lower floors are occupied by souvenir shops and cafes.

Narrow stone streets lead to the Citadel of Saint Mary, an important monument of fortification architecture. The fortress was built in 1425 to protect Budva from attacks from the sea. An arsenal was located inside and food supplies were stored - this made it possible to withstand long sieges. The inaccessibility and strength of the Citadel was guaranteed by the multi-layer structure of the fortress walls.
Now the St. Mary's Fortress houses a maritime museum and a cultural and leisure center with a restaurant, a summer theater and a library. There is an observation deck at the top, which offers the most beautiful view of the Old Town of Budva.
An ancient bas-relief on the fortress wall in the form of two intertwined fish became a symbol of the city. Lovers Elena and Mark, separated by their parents, threw themselves into the sea and turned into fish, so says the old legend.

The dilapidated Catholic Church of the Holy Virgin Mary (Crkva Santa Maria in punta) (840) is built into the wall of the fortress. He gave the name to the citadel. The church operated until 1807, until Napoleon’s troops entered Budva and set up a stable in the church. Today, musical evenings are held in the Church of the Virgin Mary, because the acoustics there are unique.

Nearby stands the three-nave Church of St. John the Baptist (Katedrala Svetog Ivana Krstitelja) - the largest Catholic church in Budva (7th century, with subsequent reconstructions). Its 36-meter neo-Gothic bell tower is considered a symbol of the city. Inside is a valuable icon of the Virgin Mary of Pontus (13th century), painted by Saint Luke himself and considered miraculous.

Close to the wall of the Catholic sanctuary of St. Mary stands the Orthodox Church of St. Sava (Crkva Svetog Save). There are no services there, but you can see the original frescoes of the 12th century.
The Orthodox Church of the Holy Trinity (Crkva Svete Trojice) (1804) was built in the Byzantine style on Church Square. The temple has a gilded baroque iconostasis by the Greek master Naom Zetiri. The mosaic above the central gate copies Andrei Rublev's Trinity icon.

If you are determined to get from Tivat airport to Budva (let’s take this resort as a basis) by public transport, then after leaving the airport building and fighting off annoying taxi drivers, you will find yourself on the highway - the Jadran Road. The road to the left leads to Tivat, to the right - to Budva and other resorts. Oddly enough, but you need to go not to the left, but to the right - to the nearest bus stop.
It is often written on the Internet that an intercity bus can stop right at the airport, but this is more an accident than a rule. Some arrivals periodically try to wait for the bus on the spot without moving anywhere, but I recommend not wasting time and going to the stop.
Moreover, the walk to it is quite a bit - 300 meters. The landmark is a blue road sign - “Bus stop” and a gas station nearby. This is where the bus should definitely stop. True, in this case the driver may demand more for the ticket than it actually costs. In addition, the bus can start from the bus station already 100% full. And just don't stop. We'll have to wait in the heat for another bus.
Tivat bus station
You can get a guaranteed seat if you go to the Tivat bus station - it is located near the Franca supermarket (I will mark both the stop and the bus station on the map below).
Important! You will have to walk to the stop or bus station directly along the side of the road. There are almost no pedestrian sidewalks, and the roadsides are often lined with cars; keep this nuance in mind when choosing a method of transportation from Tivat airport to the resort.
Again, you can take a taxi to the Tivat bus station (it’s better to catch it on the road) for a maximum of 5 euros, and from there take the desired bus. The distance from Tivat airport to Budva is 20 kilometers, usually the bus covers it in 25-30 minutes, but attention is important here. For example, if you accidentally don’t board a flight that goes to Budva via Kotor, you’ll spend an extra 20 minutes on the road.

Let's imagine that you took a bus from Tivat airport to Budva. If Budva is the end point of your route, then it ends at the resort bus station. If you go further, then the Budva bus station is the middle of the road. During the season, dozens of buses depart from here every day to all corners of the country - from southern to northern Herceg Novi.
How to get from Tivat airport to Kotor by bus
The easiest way is from the Tivat bus station. From here to Kotor, buses leave once an hour, travel time is 15-20 minutes, the average fare is 1.5 euros.
If by the will of fate you were first brought to Budva, then from here to Kotor you can also go by bus without any problems. Just take a direct flight, and not the one that goes through Tivat. Travel time is 25 minutes, fare is 3 euros.

To Tivat airport from the resort
You can get to Tivat airport from any resort village or city in Montenegro by bus in exactly the same way as you got there. If there is a bus station, we go there and buy a ticket to Tivat; if there is no bus station, we go out onto the main road (usually the Jadran Path), find a bus stop and wait for the bus. Then we either go straight to Tivat, or to the Budva station, and from there to Tivat. The bus does not always stop right at the airport, but, judging by the reviews, much more often than when it is slowed down by arriving tourists. However, walking from the nearest stop to the airport building will not be difficult. If this option does not suit you, then order a transfer in both directions - more about it below.
From Tivat airport by taxi
As at other airports, here you will see dozens of taxi drivers right at the exit. If you take a taxi this way, be prepared to be scammed. In this case, transfer in Montenegro from Tivat airport will be quite expensive. Knowledge of the Montenegrin language can help - you can bring down the price a little.
In the 2019 season, a taxi “Tivat Airport” - “Budva” for inexperienced tourists cost up to 50 euros. Experts in the local language and experienced travelers could leave for 20 euros. It is important to be able to negotiate and bargain!
