Until what time do restaurants open? Opening hours for IKEA stores. Promotional programs and prizes
According to the new SNiP requirements of December 26, 2014, in the middle of summer, shops and cafes in residential buildings will be prohibited from operating around the clock. The editors of “Special Dish” figured out in accordance with what standards restaurants can be located in houses, what the temporary restriction of the operation of establishments will lead to, and what awaits the restaurant business in general after July 1, 2015.
SNiP requirements for placing catering establishments in residential buildings:
1. On the first floors of residential buildings, establishments that have a harmful effect on humans should not be placed.
According to SNiP standards, only those shops, cafes and restaurants that do not have a harmful effect on humans can be located in the ground, first and second floors of a residential building. Thus, it is forbidden to place: specialized stores of mosquito chemicals and other goods, the operation of which may lead to pollution of the territory and air of residential buildings; stores containing explosive substances and materials; stores selling synthetic carpets, auto parts, tires and automobile oils; specialized fish stores; warehouses for any purpose.
2. Establishments that are open after 11 p.m. cannot be located in residential buildings.
After the signing of new SNiP requirements on December 26, 2014, shops and cafes with 24-hour operation were banned. From July 1, 2015, all catering establishments in residential buildings will have to switch to a different operating mode - from the established morning opening hours to 23.00.
Previously, this norm was applied by establishment owners on a voluntary basis.
3. Public premises cannot be loaded from the courtyard of a residential building.
SNiP rules also regulate the occupancy of various establishments in residential buildings. Thus, furniture, food and other things cannot be loaded from the courtyard of a residential building. However, it is possible to load premises from the ends of residential buildings that do not have windows, underground tunnels, or from the streets if there are special loading premises.
4. Establishments in residential buildings should be located in quiet places.
Various establishments should be located on the ground floors of residential buildings, including catering establishments, in places with the least exposure to noise, vibration and other harmful factors.
5. The walls of establishments should be no more than 3 m.
The height of the floors of auxiliary buildings and other additional structures in residential buildings should be no more than 3.3 m.
However, there is a small amendment to this paragraph - the height of the walls of a built-in establishment can be 3.6 or even 4.2 m, if at least 60% of the floor area is intended to accommodate dining halls and meeting rooms with an area of more than 300 m.
6. If the cafe seats up to 300 people, then it can be placed on any floor of the building.
SNiP standards also provide for the ratio of capacity in meeting rooms and canteens to the floor number. For example, if the capacity of the hall is up to 300 people, then it can be placed on any floor of the building, or from the first to the third; if it is over 300, then the establishment must be located from the first to the fifth floor.
7.
There should be two emergency exits in the extension.
The number of emergency exits from auxiliary buildings or premises, as well as from built-ins (inserts) must be at least two.
Also, catering establishments and others should be provided with natural lighting and automatic fire alarms.
8. All cafe employees must be provided with lunch.
At industrial enterprises, which are located not only in residential buildings, there must be premises to provide all workers with public catering. Moreover, employees of the establishment must be provided not only with general food, but also, if necessary, with dietary and therapeutic-and-prophylactic food.
It is worth adding that if the number of people working in a shift does not exceed 200 people, then buffets should be organized for them with hot dishes delivered from other catering establishments; if it exceeds, then canteens. And if the number of employees is less than 30 people, then to feed them it is enough to organize a meal room, the area of which should be at least 12 m2.
9. If people come to a catering establishment in street clothes, then there should be a dressing room.
In the dining room serving visitors coming in street clothes, a dressing room should be provided, the number of seats in which should be taken equal to 120% of the number of seats intended for visitors coming in street clothes.
10. Establishments must have washbasins.
Any catering establishments must have washrooms and restrooms, and it is allowed to place washrooms in the vestibules of restrooms.
11. It is better to place a cafe near production.
The SNiP rules recommend placing canteen halls on the floor closest to the floor of the industrial building with the largest number of workers, or on the floor closest to the transition level in the industrial building.
12. One place for four people.
According to the requirements for the placement of cafes and canteens, the number of places for working personnel should be calculated in the ratio 1 place = 4 people. Naturally, depending on the organization of work, the number of places for workers may vary.
Who initiated the ban on the operation of cafes in residential buildings after 11 pm?
In 2011, State Duma deputies took the initiative to ban night trading in stores located in residential buildings. The main reason for the ban, in their opinion, should have been night trips to the store by citizens, which ultimately “could lead to a violation of the rights and legitimate interests of citizens living in residential premises in such an apartment building.”
Alexey Nemeryuk
Today, commenting on the new requirements of SNiP “Residential multi-apartment buildings” already introduced in 2014, the head of the department of trade and services Alexey Nemeryuk said that night trade or the operation of restaurants violate the “law on silence” (which prohibits making noise after 23.00) and the requirements to the sale of alcoholic products (which also prohibits the sale of alcohol after 23.00).
Who is against the ban and why?
Andrey Danilenko
One of the first to speak out against the ban on the operation of establishments in residential buildings after 11 p.m. was the Commissioner for the Protection of the Rights of Entrepreneurs in the Sphere of Regulation of Trade Activities, Andrei Danilenko. He appealed to the Ministry of Industry and Trade with a request to delay the entry into force of the ban (July 1, 2015). As Danilenko wrote in a letter addressed to Deputy Minister of Industry and Trade Viktor Yevtukhov, limiting the operation of establishments at night in the current economic realities can lead to a drop in enterprise profits and an increase in costs, which will ultimately lead to an increase in prices for products sold.
Sergey Kuznetsov
The executive director of the Union of Independent Networks of Russia, Sergei Kuznetsov, also spoke out against it. In his opinion, the entry into force of the ban will hit small and medium-sized businesses hard. For example, 50% of regional chain stores in large cities, located on the ground floors of residential buildings, may close.
Igor Bukharov
As for the restaurant business, according to the head of the Federation of Restaurateurs and Hoteliers Igor Bukharov, it can also suffer seriously. Restaurants within walking distance may simply shrink. “Old restaurants will have to close, and new ones will not be able to open, because there is nowhere,” Bukharov summed up the possible situation in the restaurant business.
Dmitry Isachenkov
According to Dmitry Isachenkov, director of sales development for Ladoga Distribution (the Monopol bar chain), “the main share of the revenue of such places (catering establishments in residential buildings) comes at night,” so the cafe’s revenue may decline sharply.
Which shops in residential buildings are open after 23.00?
About 50 Seventh Continent stores, about 100 Perekrestok stores, 90 Victoria retail outlets.
Which restaurants are open in residential buildings after 23.00?
Catering establishments rarely operate after 23.00, since their operation often violates the “law of silence” and interferes with the peace of residents. For example, the Shokoladnitsa coffee shop chain and the Yaposha chain of Japanese cafes are closing on the deadline. But some establishments of the Ginnotaki restaurant chain are open until 6 am.

I don’t feel sorry at all that entrepreneurs will have to limit the opening hours of cafes and restaurants. For 9 years we have been suffering from 24-hour cafes on the 1st floor in our two-story apartment building built before 1900. We have 15 apartments, and THREE cafes!!! Everyone is working around the clock, violating our rights. For years we have not been able to sleep at night because of the noise, music, yelling, screaming, smoking under the windows and in cafes without soundproofing, etc. and so on. Cars are constantly driving up and making noise under the windows, parking on the lawn, right under the sign prohibiting stopping. Wherever we turned during this time, we did not receive help or protection of our rights. Meanwhile, entrepreneurs become impudent and behave disgracefully, disregarding those around them. Maybe, finally, they will pay attention to the problems of ordinary residents and help stop the chaos. After all, we also have the right to rest at night and live peacefully in our own apartments. Or will everything continue to revolve around money? We are all for the new SNIP. We just don’t understand how it will be implemented.

Well done for not being a pity. Now think about how many small entrepreneurs will leave altogether because of this law, how much the number of jobs throughout the country, taxes, and therefore roads, hospitals, etc. will be reduced. Building a business today is not easy. Your case is special, there are not many like this in the country and, as my experience shows, it is perfectly resolved through the courts if violations (there are already enough laws protecting the peace of citizens) actually occur. You want someone to protect your rights, forgetting that an official is also a person and he doesn’t want to move for the sake of someone, so until there is a court decision, specifically in your case, SNIP will not help you, but it will drain a lot of blood from a decent small business , or even completely reduce it significantly.

Dear, you apparently haven’t lived in such conditions and that’s probably why you say that, or you’re a misplaced Cossack. I really wish that you would be in our place, live in such conditions and then write another text in defense of the next owner of a cafe or store.
These insolent/out-of-touch businessmen are making money off of my health and didn’t give a damn about anything and everything. They were the first to violate the rights of citizens to a normal life. Probably not everyone is such a moral monster, of course, but it’s like a spoon... in a barrel of ointment. Because of the scum, there is no other way to call them, unfortunately, normal entrepreneurs will also suffer. But this is not my headache - if the supervisory authorities previously only mocked with replies regarding residents’ complaints and formal inspections, then this law finally dots all the I’s. The unfortunate people will no longer have to waste their lives and health fighting with such entrepreneurs.
There is only one life and I want to live it productively and not in pain.

But to hell with you, enterprises that worked before the law came into force will continue to work! Change your home.

nothing like this. They will be required to bring their office in compliance with the norms. This is not a criminal code where the law does not have retroactive effect.

to hell with these businessmen who are slackers and idiots and with all their jobs for the same idiots and scum

how.. Should I worry about the fact that the revelers will dance under me only until 23.00, and not around the clock, as it was before? Or cry over the unfortunate fate of the waiter who will work until 23.00 and not around the clock? Trouble. The bourgeois will receive less money than he could get at the expense of my health. Is he very worried that my family and I don’t sleep at night, but listen to the stomping, squeals of women, crazy music and drunken screams? Or maybe the restaurant staff cares about my health and psyche, shaken in the conditions in which the restaurant administration put me? In general, don’t talk nonsense, dear. It would be right if the opening of an entertainment booth in a residential building is prohibited at the legislative level.
Complaints to the administration and the district police officer did not bring results (copies of letters and responses in the attached files).
I ask you to take action, because these are violations of clauses 4.8,4.9 of SanPIN 2.2, 4.6.2.36.1079-01: Public catering organizations, when located on non-residential floors of residential buildings in attached, built-in premises, should not worsen the living and recreation conditions of people . Clause 46 SanPIN 2.3.6.10.79-01: Devices and equipment for local exhaust ventilation emissions should not affect the deterioration of living conditions in residential buildings. P.4.8,4.9 SanPIN: Exhaust ventilation shafts must protrude at least 1 m above the ridge of the house.
According to section SNIP 41-01-2003p.10.5: Air emissions from public catering enterprises into the atmosphere must be equipped with a separate shaft and exit at least 2 m above the roof.
President of the Russian Federation V.V. Putin signed the “Anti-tobacco law” on the ban on smoking in public places, Part 1, Article 12 of the Federal Law on 02/23/2013. No. 15FZ, amendments dated June 1, 2014. The decree was violated by the owners of the Three Fat Men cafe.
Also, in the warm season, the cafe's operating hours are disrupted; after 11 p.m. the cafe continues to work until the last client - music, drunken screams and showdowns. Cafe visitors often use our entrance as a toilet.
The owner of the cafe is a high-ranking official in the republic, so all complaints are useless. What should I do?

Hello, if an orchestra starts playing on the first floor of a restaurant at 20:00, how should residents of the 2nd floor live and wait until 23:00?
McDonald's restaurants are the most popular establishments in the world, where you can meet people of different age categories, social status and nationality. Thanks to similar interiors, you can feel at home in any city or country.
Here, adults and children will find dishes that will suit their taste. The chain of establishments also regularly holds promotions with valuable prizes and gifts.
Description, work schedule (from what time and until what time it works) of McDonald's in Moscow, including on New Year's days, is in this article.
A little information
According to statistics, until 2010, McDonald's was the largest fast food chain. Thousands of franchised restaurants around the world...
The company was founded 78 years ago in California by Dick and Mac, the McDonald brothers. They were the very first to open a snack bar that offered visitors instant food, that is, fast food.
McDonald's in Moscow
Currently, there are more than 200 restaurants in the capital of the Russian Federation. Geographically, it covers both the central part of the capital and some suburban areas.
The opening hours of McDonald's in Moscow are quite convenient, which allows you to drop by the nearest establishment and taste your favorite delicacies any day. And for children, buying a Happy Meal set has become a symbol of celebration and joy.
You can also organize a children's party or banquet event within the premises. Polite staff and a special menu will appeal to lovers of American cuisine.
There is a food delivery service throughout the city. All this is thanks to the convenient location of the restaurant chain throughout Moscow.
And if you need to go to an establishment, finding the nearest one out of several hundred will not be difficult - both for local residents and guests of the capital.
Yesterday and today
At one time, the very first McDonald's restaurant opened in Russia. It was in the early 90s of the last century - on Pushkinskaya Street.
And he created an unprecedented sensation for Muscovites! After all, people have never seen hamburgers, cheeseburgers, French fries and other foreign food, such service, McDrive and other new products.
Now this restaurant is considered the largest in Europe. At McDonald's on Pushkinskaya, main menu items are sold in a separate room. And there is a cafe room with desserts and sweet drinks.
In total, according to official data, there are 277 McDonald's restaurants in the capital as of 2018.
Working hours in Moscow
There are quite a lot of establishments throughout the city and beyond. The opening hours of most restaurants are daily from 08.00 to 23.00. No breaks or days off.
"McDrive" operates around the clock - from 05.00 to 06.00.
There are establishments (metro station "Pushkinskaya") that have a different schedule: from 06.30 to 23.00. Breakfast can be ordered from 07.00 to 10.00. And then, during the day, try the main and dessert menus. Or from 05.00 (on Vavilova Street).

- 01.00 (on Mitinskaya);
- 04.00 (on Arbat).
at McDonald's
These days are special for every person. After all, one year (life cycle) ends and a new one begins. In the first days of the new year, I want to be with my family and children, and visit my loved ones. And a little later - from January 5-6 - you can go to a restaurant. Especially if an interesting holiday program is expected there.
McDonald's opening hours on New Year's holidays are the same as on regular days. But from 12.00 to 20.00, real show programs can be held within the premises: with fairy-tale characters, a Christmas photo zone, music, master classes and treats.
Each establishment organizes such holidays in its own way. But this is a great time for restaurant guests, who have a great opportunity to get together with friends and family. When communication occurs easily and joyfully, the mood is excellent, and souls are full of faith and hope in the good changes of the coming year.
Promotional programs and prizes
Throughout the year, the McDonald's chain of establishments always runs certain programs that allow you not only to have a tasty and satisfying meal in Moscow restaurants, but also to take part in a promotion that offers various prizes: from a cup of cappuccino to an apartment in the capital and a car.
For example, in 2017, an interesting promotion was held in a Moscow chain of establishments - “Monopoly”. When purchasing special dishes at McDonald's (Big Mac, Big Tasty, Chicken De Luxe, Cheeseburger De Luxe, Filet-o-Fish, Chicken Curry and other products), you were given a sticker that reflected a prize or a task (to assemble a collection).
The prize fund of the promotion is simply amazing: instant food gifts, non-food gifts, money, collectible prizes.
McDonald's gives sticker owners the opportunity to win tickets to the World Cup, apartments in Moscow, cameras, certificates, money, a smartphone, and cars.
Summary
McDonald's restaurants are favorite establishments of residents of Moscow and other cities of Russia, as well as countries of the world.
Familiar atmosphere, excellent service, varied menu, food delivery, the possibility of holding children's and adult parties, prizes at McDonald's - all this has become so familiar that it is impossible to imagine life without this unique fast food establishment.
Traditionally, summer cafes open in May. And there is one of these near our house. As a result, every evening we have an annoying free concert. When the windows are open, we hear everything that happens in the cafe; loud music plays all evening. Are there any standards for the distance of such cafes from residential buildings and for noise levels? Until how many hours can they work? And in general, what are the requirements for their organization?
Olga R.
The administration of the Saransk urban district has developed recommendations for organizing the work of a small retail trade network, which includes temporary summer cafes. This year in Saransk, permission to operate 42 summer cafes was issued, including 20 non-alcoholic cafes intended for families with children.
Summer cafes will be open from May 1 to September 30. According to the rules developed by the Administration of Saransk, temporary summer cafes should not interfere with the free movement of pedestrians and vehicles, limit visibility for road users, create a threat to the life and health of people, the environment, fire safety of property, and also violate the existing aesthetic environment and the architectural appearance of the city . Cafes cannot be located in areas adjacent to religious institutions, monuments, sources of increased danger, as well as residential buildings.
The recommended operating hours are until 23.00, but according to the law, it is set by the owner independently, provided that the living and recreational conditions of people in residential buildings do not deteriorate. The operation of sound and video reproducing equipment in summer cafes is permitted from 10.00 to 23.00 with the music volume not exceeding the maximum permissible standards. Organizing concerts with performances by vocal and instrumental ensembles and soloists in open areas adjacent to summer cafes is permitted only in recreation areas (parks, squares).
The areas of summer cafes must be landscaped. Modern artistic, decorative and lighting design should be used - designs in bright colors, inside there must be a floor covering - linoleum, paving stones. Cafes must be provided with commercial and technological equipment and inventory, refrigeration equipment for separate storage of semi-finished and finished products. In addition, summer cafes must have documents confirming the origin, quality and safety of products and semi-finished products used to prepare the products sold.
The cafe owners are also responsible for the improvement of the surrounding area - landscaping, sidewalks. Near the cafe there should be garbage bins, at least 2 euro containers for waste, as well as at least 2 own dry closets. Summer cafes must be at least 5 meters away from highways.
Inspections of non-stationary retail facilities can be carried out by the Office of Rospotrebnadzor of the Republic of Moldova, but only upon receipt of complaints from citizens. According to department specialists, last summer season only a few requests were received from citizens.
“Based on our practice, at present the owners of catering outlets themselves do not seek to violate the rules established by the city administration,” says Inna Bessonnaya, leading specialist of the sanitary supervision department of the Rospotrebnadzor Office for the Republic of Moldova.
In case of violations of the rules, you can contact the Department’s hotline - 23-41-30, but if the peace of citizens is disturbed at night, you must first contact the departments of the Ministry of Internal Affairs.
