It is difficult to say whether such a rule is a direct violation of the PLLA (for example, Article 31), but 30 days is clearly absurd for such a rich organization as JSC Russian Railways. The rules of Russian Railways are spelled out quite clearly, so that if they are adequately followed, you will receive all the money that is due to you. However, if you are sure that you strictly comply with the rules approved by them, and a conflict situation still arises (that is, they do not want to give the money), then you should immediately contact the station manager, and in his absence, describe this situation in a statement, indicate the date and time, collect the signatures of a couple of witnesses (the cashier will probably refuse to sign, but there are always people at the station) and send one copy to the Reception Office of Russian Railways at Moscow, Novaya Basmannaya, 2.
