Dubai Immigration Rules
To provide additional security, immigration authorities at Dubai International Airport conduct random iris scans to verify the identity of passengers.
Passengers selected for screening are required to provide the Immigration Officer with a copy of their visa or a printed visa confirmation page. Failure to present a visa will result in a fine of AED 30 for each required copy. The fine is paid in dirhams.
Important information

Starting from April 29, 2016, passengers who have a residence permit in member states of the Cooperation Council Persian Gulf(GCC), required apply for UAE visa before arriving in Dubai.
Starting May 1, 2017 citizens of India with a standard passport valid for at least six months from arrival, and a US visit visa or green card valid for at least six months, or UK or EU residency, can obtain a UAE visa on arrival for up to 14 days for AED 120 (amount may change). They can also apply to extend their stay for an additional 14 days for AED 250 (amount subject to change).

The cost of a visa on arrival is $50 ( payment in cash or plastic card). The amount is charged to children of any age, regardless of whether they are registered with their parents or have their own passport. Please note that payments in cash and by bank card are made at different border control counters. There is a quota for paying in cash at the border control; if the quota is exhausted, then the tourist must pay only with a bank card. How to apply for a UAE visa at the border
Applying for a UAE visa on arrival requires the following key conditions:
- You must have a standard passport with you. Before traveling to the UAE, it is recommended to check the expiration date of the document. The passport must be valid for at least six months from the start date of the tour.
- A personal passport is required for all citizens without exception who will travel to the territory of the United Emirates. Children included in their parents' passports will have to obtain their own identity cards in advance. Based on the entry in the parent’s passport, the child will not be allowed to cross the border.
- If any Arab state is indicated as the place of birth in a Russian’s foreign passport, then you will have to take the original birth certificate with you.
- If the place of birth is any country in the Middle East, the original birth certificate is supplemented by a translation into Arabic or English. The translation is certified.
All requirements must be met to qualify for entry. Otherwise, it will not be possible to obtain a visa to the UAE using a simplified procedure. But given that before independent trip in the UAE was impossible without the support of a travel agency or sponsor, this is a very serious relief for Russian tourists.

Visa documentation
Apart from your passport, you will not need any other documents for a UAE visa upon arrival. Tourists are only advised in advance get health insurance. However, it is needed not for a visa, but for providing medical care if necessary. How much does a UAE visa cost?
You will not need to pay the cost of a visa to the UAE. Entry paper is issued absolutely free of charge, without charging any fees.
Length of stay
So, it is very easy to open a visa to the UAE on your own at the border. However, having received the document, many people forget that it has a limited validity period. Meanwhile, exceeding the permissible length of stay is fraught with serious consequences. Violators face fines and subsequent bans from visiting the United Emirates.
A visa to the United Arab Emirates, issued upon arrival, is single-entry. This means that you cannot use it to leave an Islamic state and return again. The period of stay on this UAE visa is 30 days, including holidays and weekends. The day of arrival in the state is counted as a whole day.
The entry paper can be extended once – for another 30 days. This can be done before the expiration date of the document and in the territory of the emirate through which the foreigner entered. If you want to extend your visa to the Emirates, an appropriate fee will be charged. It can only be extended upon payment.
Details about extension of stay
You must apply for a visa extension without leaving an Arab country before the expiration of 30 days of stay. A maximum of 10 days is given for the renewal procedure. It is advisable to keep it within 7–10 days. Otherwise, the cost of renewal will be higher due to expedited processing.
It is best to extend your stay for another 30 days between 25 and 40 days after entry. That is, you can submit documents on the 25th, 30th, and 35th day. But not later than the 40th. If you delay the deadline, your stay will not be extended and you will have to leave the UAE.
Extension is carried out according to the formula 30+30 or 40+20 days, depending on when the application for extension was submitted. As a result, the total stay will still be 60 days maximum.
In general, getting a visa is not difficult. But keep in mind that the process may take a couple of days. Although sometimes only a few hours are enough for everything.
Renewal procedure
To extend your stay, you should contact the competent department of the Migration Service:
- or in the Typing Center, which has access to the Immigration system;
- or to the Migration Service office in the third terminal of the airport;
- or in JLT Cluster I in the Typing Center.
The applicant will be asked to:
- fill out an online form;
- indicate the individual number assigned during passport control (UID);
- present a valid passport.
The renewal fee ranges from 650 to 850 AED (depending on the emirate). 500 AED – registration of extension, the rest of the amount – service and insurance fees.
Note to tourists! You can also extend your visa online – on the portal https://gdrfa.ae/. The applicant will need to register, fill out an electronic application and pay the required fees.
Transit via Dubai
In May 2018, Dubai authorities updated the requirements for transit passengers to stay on their territory. They were allowed to leave the airport without a visa. The new rule has one condition. Connection time between flights must exceed 4 hours.
Special tours are available for people wishing to explore the city. For a set fee, travelers will be able to see many of Dubai's attractions.
In other emirates, Russian transit passengers receive a free visa upon arrival to exit the airport terminal. No prior approval is required for this.
Features of entry and stay
When planning a trip to a Muslim state, it is advisable to familiarize yourself with the rules of behavior and local customs accepted in its territories long before the trip.
- Russians arriving under the simplified procedure will have a visa stamp affixed to their passport at border control.
- Stamps about visiting Israel will not prevent you from crossing the country's borders.
- It is allowed to import into the territory of the state:
- currency;
- products made of precious metals;
- 2 thousand cigarettes, or 400 cigars, or 2 kg of tobacco (per person);

- Gambling is prohibited in the Islamic state.
- The fine for people littering on the street is about 140 US dollars.
- Women are encouraged to adhere to standards of decency in their attire. Even in the tourist areas of Dubai, you cannot walk around in too revealing clothes. This may be grounds for detention by the police.
- During the daytime during Ramadan, it is recommended to abstain from cigarettes, as well as from drinking and eating in public places.
- Tourists who are not Muslims are not allowed to enter the mosque. The exception to this rule is a number of large structures that are open to tour groups on a limited basis.
- Taking photographs of the local population (primarily women) is only possible with their permission. It is prohibited to take photographs of government agencies and military installations.
These rules should be remembered so that the trip goes without any problems.
Is it possible to pre-register entry documents?
Previously, visas to the UAE had to be applied for independently in advance, and not at the time of crossing the border. To obtain a visa, you had to contact the representative offices of the Asian state in the Russian Federation. True, for the most part, compelling reasons were needed to open the entry paper. It was also necessary to prepare certain documents to obtain an entry permit.
Currently, on the website of the embassy of the federal state there is no information about visas to the UAE obtained in advance. All visas to the Emirates are issued upon arrival, regardless of the purpose of entry.
Moreover, since February 2017, documents for visiting a Muslim country, issued upon arrival, are not divided into categories (guest, work, tourist, etc.). Now all Emirati visas are called entry visas. And to obtain a visa to the UAE, you only need to present your passport at the border of the monarchical state.
Long term visit
A simplified visit to an Islamic state does not exceed 2 months. What if the planned visit lasts longer than 60 days? For help in case of long-term stay, you should contact only the official authorities:
- to the migration authorities of the United Arab Emirates (for example, through a relative, employer or business partner);
- to accredited visa centers;
- to accredited travel agencies, certified hotels, and official air carriers.
Using the services of unofficial visa centers and unaccredited travel companies, there is a risk of losing money and being left without the coveted entry document.
On a note! The Emirates Embassy provides visa papers only to holders of official passports and employees of diplomatic departments. You must have with you two copies of the completed and printed application form, a color photocopy of all pages of the passport with information and a copy of the cover of the document, as well as 2 color photos 3 by 4 cm.
Do you need a visa to Dubai?

Cost of a 3 month visa
How much a visa to Dubai costs for 3 months depends on the services of a particular visa center. On average, the price of a one-time document will be 450 US dollars. Emirati entry visas for Russians, which are issued upon arrival at the airport, are not divided into types.
Visas that allow you to stay in the country for 90 days can be single or multiple entry (multiple visa), with the possibility of single and multiple entries within the specified period.
Please note that a visa to the UAE is not a traditional entry of information into an entry permit, but an electronic document with an assigned individual code.
It must be printed on high-quality paper and provided to an authorized representative border service. The exception is a visa on arrival, in which case a stamp is placed in the passport.
The longest stay is a resident visa for a period of 3 years. Issued only to property owners in the UAE or working citizens. In the latter case, the visa request is carried out exclusively by the employer.
It is not advisable for holders of a residence visa to leave the country for more than six months, as the issued permit may be revoked.

Citizens who book tickets with Emirates airlines can use the visa service.
After ordering your tickets, you need to go to the “Manage Booking” section and enter the requested visa information.

Russians can also obtain permission to visit the United Arab Emirates as clients of the national airline Etihad.
Via the consulate
