Access to the stadium

To enter the stadium with a ticket, you must insert the ticket into the reader (highlighted in orange) with the barcode first. If there is no reaction to the barcode on the display, then: you must hand over the ticket to the steward serving this entry group. If the turnstile does not respond, the steward visually checks the ticket for the presence of a barcode and the absence of damage to the barcode, and independently tries to repeat reading the barcode from the ticket.
If the ticket is “not read” again, the steward will call an employee of the ticket department, who will either solve your problem or reasonably refuse entry to the stadium.
If the integrity of the barcode is violated, and this leads to the impossibility of reading, as well as the absence of a barcode on the ticket, you will be denied access to the event.
A refund of an e-ticket is only possible if the match is postponed or cancelled. The organizer does not accept any liability for any claims, damages, compensation, losses or expenses as a result of the cancellation, postponement or change of the match.

RUSSIA DOES NOT INVENT THE BIKE
The news about the sale of tickets using passports, as expected, caused a stir. This always happens: something new is immediately met with discontent. True, as the RFPL emphasizes, all the angry letters that come to the league are mainly the reaction of ultras, while fans who are not involved in fan groups reacted to the idea with understanding. In any case, we still have to find out how people will react when the spring part of the championship starts, but the Premier League is confident that in the end people will understand and approve of the “passport theme.”
We are not reinventing the wheel, and certainly not infringing on the rights of fans,” explains Larin. - Selling tickets using passports has existed for many years in the leading championships of the Old World. In particular, in England, Germany, Italy. It helps to effectively deal with bullies. The system there is even stricter: you can’t buy a ticket on the day of the game, you must first make an application on the club’s website - and they will decide whether to let you into the stadium or not. But we are talking about one of the most popular championships on the planet!
By the way, tickets for away matches under the auspices of UEFA are also sold only using passports,” continues Larin. - So why doesn’t anyone have any complaints against UEFA? Yes, because these are the rules of the game! And one more important point: they were installed not by officials from the Football House, but by the clubs. The problem arose a long time ago, and now we have come to a solution. The fundamental decision was made back in November, and at the last general meeting all clubs voted unanimously for the initiative.
Season tickets were sold upon presentation of identification cards, and the club determined the procedure for selling ordinary tickets independently. "You are trying to discourage people from football!" - someone says. And we believe that we are protecting the rights of ordinary fans who shun the aggressive fan environment. Yes, you will have to get used to the innovation. In England, at first, they were also indignant. And then we realized that this was a necessity. Last season, RFPL clubs paid a total of one million euros in fines for bad behavior of fans! This is a significant expense.
TICKET - DRIVING LICENSE
In principle, Russian clubs have previously had the opportunity to sell tickets using passports. But strictly this only applied to season tickets. With regular tickets, there was still a choice. I remember that for home games of the Europa League, Anzhi sold tickets using passports, and Zenit also demanded that they show their St. Petersburg registration when they allowed them into the match of their youth team with CSKA. But now this is not a right, but a universal responsibility. And after the “modernization”, clause 21.8 of the regulations will look like this:
"Subscriptions and tickets are sold to individuals upon presentation of a fan card or identification card (passport, driver's license, Russian military serviceman's identification card) with the recording of the individual's full name and number of the presented document."
That is, a driver's license will do. This is convenient: people often carry them with them than a passport.
NO NEED TO BRING YOUR PASSPORT TO THE MATCH
Fundamental clarification: a passport or license will only be needed when purchasing tickets, but not to enter the stadium.
You will only have to go to football with a passport if you buy a ticket immediately before the game, explains Larin. - The ticket will be enough to get inside the arena. At least for now. Starting next season, an access control system will be introduced everywhere. These are turnstiles that read the barcode from the ticket and, using video cameras, will be able to establish the identity of the fan. By the start of the next season, all RFPL participants must acquire them. Perhaps with their appearance something will change.
WHAT IS A FAN CARD
In the text of the amendment, the new phrase “fan card” is striking.
In the future, it will replace the identity card, becoming its equivalent for football; it will look like a bank card, probably indicating the last name, other data, and a photograph, says Larin. - However, while active discussions are ongoing, a format is being developed. It is possible that when selling tickets, the card will promise some discounts and other advantages. It is assumed that the map will appear in the new season. But perhaps not from the very first days. It is also planned to create a common fan base, as well as so-called blacklists.
FOR LEGAL ENTITIES - TICKETS WITHOUT PASSPORTS
Legal entities purchase tickets based on written applications, notes Larin. - If the club fully trusts the company that makes the order, then it has the right to sell tickets without indicating the names and other passport details of those who will go to the match. And, naturally, the club must be sure that the legal entity will not engage in resale.
- In this case, who will be responsible if such a guest, say, carried a fire and threw it at the conditional Shunin?
Personal responsibility remains. Initially, a person who submits an application from a legal entity and puts his signature on it. Then, with its help, you can find the offender. As a rule, companies order tickets for fan sectors. If the club is approached not by a partner or sponsor, but by some “Horns and Hooves”, then the club, naturally, will require data on each ticket.
HOW CHILD GET TO THE MATCH
Not all football fans have passports. Is the way to the stadium now closed to boys who were previously able to go to stadiums for daytime matches without their parents?
“The club itself determines the rules for the sale of tickets to persons under 14 years of age unaccompanied by adults, subject to the allocation of a separate sector for persons in this category,” Larin reads out the text from the amendment to the regulations. - Children should be protected from smoking, drinking, and swearing. That is, you can organize a special children's sector. If the child goes with one of his relatives or friends, then the relative buys two tickets under his last name.
FOR ONE DOCUMENT - MANY TICKETS
“The club itself determines how many tickets can be purchased with one ID card or fan card,” another quote from the amendment.
If, for example, a trusted employee or a reliable, long-time fan contacts a club, such a person can be sold 10 or 20 tickets under one name, an RFPL employee gives an example. - And if “Vasya Ivanov” is unknown to anyone, he will be given only one ticket according to his passport. This happens, for example, in England. Our delegation was bought 15 tickets by a person from the security service, and each one had his name on it. And he was responsible for each of us.
- Will we also have the name of the person who bought it on the ticket?

In principle, ticket forms are prepared in advance, and when sold, the seat number is printed on them. In theory, it should be possible to enter a last name there.
WHO WILL BE PUNISHED
If an offense is committed at the stadium, the punishment will be applied primarily to the person in whose name the ticket was sold, says the RFPL lawyer. - Even if a person did not commit a crime himself, but simply handed over a ticket to the offender, he will have difficulties when purchasing tickets in the future. By the way, some clubs are already working in this direction. We are talking about one Moscow team. Several people who were deprived of season tickets tried to buy regular ones. single tickets. HOW TO GET TO AN AWAY MATCH

As for organized trips, we ask clubs to tell their fans about the new rules in as much detail as possible through their websites. WHAT IS AN "AWAY MATCH WITHOUT SPECTATORS"
The most radical change will concern the punishment of clubs for hooliganism by fans during away meetings.
The disciplinary regulations (Article 19, paragraph 3) already have the rule “an away match without spectators,” says Larin. - But it is not properly spelled out in the current document; it is impossible to apply it in practice. Now we want to introduce a real opportunity to punish a club for bad behavior of fans on the road. "Close" guest sectors.
